Abstract

Pelayanan publik yang berkualitas merupakan elemen penting dalam mendukung kepuasan masyarakat serta peningkatan kinerja institusi penyedia layanan. Dalam konteks tersebut, desain interior memiliki peran strategis dalam menciptakan lingkungan yang efisien, nyaman, dan inklusif bagi seluruh pengguna. Ruang Inklusif belum banyak di temukan pada ruang pelayanan publik. Perumda Air Minum Surya Sembada Surabaya sebagai penyedia layanan publik dengan jumlah pengguna yang tinggi menghadapi tantangan dalam aspek aksesibilitas, keteraturan ruang, serta integrasi teknologi pelayanan. Oleh sebab itu dibutuhkan penelitian yang memperhatikan aspek inklusifitas untuk peningkatan pelayanan kinerja dan perusahaan. Penelitian ini bertujuan untuk merancang interior kantor pelayanan dengan pendekatan Smart Inclusivity access, yang mengintegrasikan prinsip User-Centered Design (UCD) dengan pemanfaatan teknologi cerdas guna meningkatkan kualitas pelayanan dan kinerja internal perusahaan. Metode yang digunakan meliputi studi literatur, observasi lapangan, serta wawancara dengan pengguna dan petugas layanan untuk mengidentifikasi kebutuhan ruang secara komprehensif. Hasil perancangan menunjukkan bahwa penerapan konsep Smart Inclusivity access mampu meningkatkan kualitas ruang pelayanan melalui pengorganisasian tata ruang yang lebih sistematis, alur sirkulasi yang jelas, serta integrasi teknologi digital yang mendukung efisiensi operasional. Selain itu, desain yang dihasilkan menciptakan lingkungan yang lebih inklusif, humanis, dan adaptif terhadap berbagai kebutuhan pengguna, termasuk penyandang disabilitas. Dengan demikian, perancangan ini berkontribusi dalam mewujudkan pelayanan publik yang responsif, efektif, dan berkelanjutan. ===================================================================================================================================
Quality public service is a crucial element in supporting public satisfaction and improving the performance of service providers. In this context, interior design plays a strategic role in creating an efficient, comfortable, and inclusive environment for all users. Inclusive spaces are rarely found in public service spaces. Perumda Air Minum Surya Sembada Surabaya, as a public service provider with a high number of users, faces challenges in accessibility, spatial order, and the integration of service technology. Therefore, research that considers the inclusivity aspect is needed to improve service performance and the company. This study aims to design the interior of a service office using the Smart Inclusivity Access approach, which integrates the principles of User-Centered Design (UCD) with the use of smart technology to improve service quality and internal company performance. The methods used include literature studies, field observations, and interviews with users and service officers to comprehensively identify space needs. The design results show that the application of the Smart Inclusivity Access concept can improve the quality of service spaces through more systematic spatial organization, clear circulation flows, and the integration of digital technology that supports operational efficiency. In addition, the resulting design creates a more inclusive, humanistic, and adaptive environment to the various needs of users, including people with disabilities. Thus, this design contributes to realizing responsive, effective, and sustainable public services.
