Abstract
Penelitian ini bertujuan untuk mengevaluasi performa sistem jaringan SPAM Regional Wosusokas serta kinerja biaya dan waktu pelaksanaan proyek pada pekerjaan Main Distribution Pipe Line from Water Treatment Plant to Tenongan Tapping. Hasil analisis jaringan menunjukkan bahwa sistem perpipaan telah memenuhi standar teknis, dengan debit aliran sebesar 699,68 liter/detik yang seimbang antara inflow dan outflow, sehingga menjamin distribusi air berlangsung secara optimal dan berkelanjutan. Analisis kinerja biaya proyek berdasarkan nilai Cost Performance Index (CPI) pada minggu ke-62 menunjukkan performansi yang baik dengan nilai 1,089, yang mengindikasikan bahwa biaya pelaksanaan proyek lebih kecil dari anggaran. Namun, nilai Schedule Performance Index (SPI) sebesar 0,948 mengindikasikan keterlambatan jadwal. Pengendalian biaya menggunakan metode Earned Value Analysis (EVA) menunjukkan bahwa total anggaran akhir proyek Estimate at Completion (EAC) sebesar Rp 142.582.224.573,29 mengindikasikan efisiensi biya 6,78% dibanding anggaran awal sebesar Rp 152.960.482.238,53 dari sisi waktu, analisis EVA menunjukkan Time Estimate (TE) durasi pelaksanaan proyek dari rencana awal 75 minggu menjadi 80 minggu

This study aims to evaluate the performance of the SPAM Regional Wosusokas pipeline network system, as well as the cost and time performance of the project implementation on the Main Distribution Pipeline from the Water Treatment Plant to Tenongan Tapping. The network analysis results indicate that the pipeline system complies with applicable technical standards, with a balanced flow rate of 699.68 liters/second between inflow and outflow, ensuring that water distribution operates optimally and sustainably. The project’s cost performance analysis, based on the Cost Performance Index (CPI) in week 62, shows a good performance with a value of 1.089, indicating that the actual project cost was lower than the planned budget. However, the Schedule Performance Index (SPI) value of 0.948 indicates a delay in the project schedule. Cost control using the Earned Value Analysis (EVA) method shows that the Estimate at Completion of the total project budget is Rp 142.582.224.573,29 indicating a cost efficiency of 6.78% compared to the initial budget of Rp 152.960.482.238,53. In terms of time, the EVA analysis shows that the Time Estimate for project implementation changed from the initial plan of 75 weeks to 80 weeks.
