Abstract
Transisi energi nasional menuntut kesiapan kompetensi SDM, terutama pada proyek strategis seperti PLTS Terapung Cirata. Namun, terdapat kesenjangan antara kompetensi aktual karyawan PLN Grup dengan standar operasional proyek Energi Baru Terbaruan (EBT). Penelitian ini bertujuan merancang model penugasan karyawan yang objektif untuk mengatasi permasalahan tersebut. Metode yang digunakan adalah mixed methods dengan dominasi kuantitatif yaitu dengan menganalisis data 55 responden melalui lima tahapan berikut: Analisis Gap Kompetensi, pembobotan AHP, pemeringkatan COPRAS, segmentasi k-means clustering, dan validasi Statistik CVA. Model ini menghasilkan matriks penugasan yang objektif serta merekomendasikan sertifikasi SMS serta EIA sebagai fokus utama pengembangan SDM. Selain itu, fungsi diskriminan yang dihasilkan dapat diintegrasikan ke dalam sistem HXMS PLN untuk screening kesiapan penugasan secara real-time dalam mendukung percepatan transisi energi nasional. Validasi model tersebut menunjukkan hasil yang positif. Defisit kompetensi terbesar justru terletak pada aspek keselamatan dan lingkungan, yaitu Safety Management System (gap 2,15) dan Environmental Impact Assessment (gap 2,09), bukan pada kemampuan teknis desain. Selain itu, Sertifikasi EBT (bobot 0,358) dan Pengalaman Proyek (0,303) terbukti sebagai kriteria penugasan paling dominan dengan konsistensi tinggi (CR=0,0016). Segmentasi kesiapan menunjukkan distribusi positif, dimana mayoritas karyawan (65,5%) berada di kategori "Sangat Siap", sementara 20% lainnya memerlukan pengembangan lebih lanjut. Validasi statistik melalui CVA (Wilks' Lambda=0,154) mengonfirmasi bahwa Safety Management System dan Environmental Impact Assessment adalah faktor pembeda utama tingkat kesiapan.

The national energy transition demands HR competency readiness, particularly in strategic projects such as the Cirata Floating Solar Power Plant. However, a significant gap exists between the actual competencies of PLN Group employees and the operational standards of Renewable Energy (RE) projects. This study aims to design an objective employee assignment model to address this issue. The research employs a quantitative-dominant mixed-methods approach, analyzing data from 55 respondents through five integrated stages: Competency Gap Analysis, Analytic Hierarchy Process (AHP) weighting, Complex Proportional Assessment (COPRAS) ranking, k-means clustering segmentation, and Canonical Variate Analysis (CVA) statistical validation. The model validation yields highly positive results. The most critical competency deficits are found in safety and environmental aspects—specifically, the Safety Management System (gap 2.15) and Environmental Impact Assessment (gap 2.09)—rather than in technical design capabilities. Furthermore, AHP results demonstrate that RE Certification (weight 0.358) and Project Experience (weight 0.303) are the most dominant assignment criteria, exhibiting high consistency (CR=0.0016). The readiness segmentation reveals a highly positive distribution, with the majority of employees (65.5%) classified as "Highly Ready," while 20.0% require further development. Statistical validation via CVA (Wilks' Lambda=0.154) confirms that the Safety Management System and Environmental Impact Assessment are the primary discriminant factors determining readiness levels.
Ultimately, this model produces an objective assignment matrix and strongly recommends SMS and EIA certifications as the primary focus for HR development. Moreover, the generated canonical discriminant function can be seamlessly integrated into PLN’s Human Experience Management System (HXMS) to enable real-time assignment readiness screening, thereby supporting the acceleration of the national energy transition.
