Abstract
Tingginya frekuensi kejadian kebakaran di Kabupaten Sidoarjo belum diikuti oleh persebaran pos pemadam kebakaran yang memadai, sehingga rata-rata waktu tanggap masih melampaui standar maksimal 15 menit. Penelitian ini bertujuan menentukan lokasi pos pemadam kebakaran baru untuk meningkatkan efektivitas pelayanan. Penelitian menggunakan pendekatan kuantitatif melalui tiga tahapan, yaitu Service Area Analysis untuk mengidentifikasi jangkauan pelayanan pos pemadam kebakaran eksisting, Kernel Density Analysis untuk memetakan kepadatan kejadian kebakaran selama 3 tahun terakhir, serta Location-Allocation Analysis dengan metode optimasi Minimize Facilities untuk menentukan lokasi pos pemadam kebakaran baru. Hasil analisis menunjukkan bahwa diperlukan penambahan 20 pos pemadam kebakaran baru sehingga total 26 pos mampu meningkatkan cakupan pelayanan hingga 96,82%. Sebagai rekomendasi implementasi, ke-20 lokasi kandidat tersebut dikelompokkan ke dalam tiga tingkat prioritas, dengan 6 lokasi prioritas tinggi, 10 lokasi prioritas sedang, dan 4 lokasi prioritas rendah direkomendasikan sebagai acuan utama dalam pembangunan pos pemadam kebakaran secara bertahap sesuai dengan tingkat kebutuhan pelayanan di Kabupaten Sidoarjo.

The high frequency of fire incidents in Sidoarjo Regency has not been accompanied by an adequate distribution of fire stations, resulting in an average emergency response time that still exceeds the maximum standard of 15 minutes. This study aims to determine the optimal locations for new fire stations to improve service effectiveness. A quantitative approach was employed through three analytical stages: Service Area Analysis to identify the service coverage of existing fire stations, Kernel Density Analysis to map the spatial distribution of fire incidents over the past three years, and Location-Allocation Analysis using the Minimize Facilities optimization method to determine the optimal locations for new fire stations. The results indicate that the addition of 20 new fire stations is required, resulting in a total of 26 fire stations capable of increasing service coverage to 96.82%. As an implementation recommendation, the 20 proposed locations were classified into three priority levels, comprising 6 high-priority locations, 10 medium-priority locations, and 4 low-priority locations, to serve as the primary reference for the phased development of new fire stations based on service demand across Sidoarjo Regency.
