Abstract
Kota Surabaya menghadapi tantangan kemacetan lalu lintas akibat tingginya populasi dan penggunaan kendaraan bermotor, sehingga membutuhkan penyelesaian melalui integrasi tata guna lahan dan transportasi publik melalui penerapan konsep Transit-Oriented Development (TOD). Penelitian ini bertujuan untuk menganalisis tingkat kesesuaian pengembangan kawasan TOD di dalam radius satu kilometer dari area Stasiun Surabaya Gubeng dan Stasiun Surabaya Pasar Turi. Penelitian ini menggunakan pendekatan metode campuran (mixed methods) yang menggabungkan analisis kualitatif dan kuantitatif secara berjenjang. Penentuan variabel dan indikator kesesuaian divalidasi menggunakan metode Delphi dalam dua putaran yang melibatkan enam panel pakar dari unsur pemerintah, akademisi, dan komunitas masyarakat. Selanjutnya, bobot prioritas tingkat kepentingan dari setiap variabel dihitung menggunakan Analytical Hierarchy Process (AHP). Tingkat kesesuaian spasial kawasan kemudian dianalisis secara objektif menggunakan metode Spatial Multi-Criteria Analysis (SMCA) dengan teknik Weighted Linear Combination (WLC) berbasis Sistem Informasi Geografis (SIG). Hasil validasi metode Delphi menetapkan delapan indikator spasial yang secara kontekstual relevan dan merepresentasikan empat prinsip utama pengembangan TOD (4D): Density (Kepadatan), Diversity (Keberagaman), Design (Desain), dan Distance to Transit (Jarak menuju akses transportasi). Analisis AHP menunjukkan bahwa Distance to Transit merupakan variabel paling fundamental dalam penentuan kesesuaian TOD dengan perolehan bobot tertinggi sebesar 46,85%. Hasil pemodelan spasial mengungkapkan bahwa belum ada satu pun unit perencanaan di kedua kawasan studi yang memenuhi standar ideal prinsip 4D TOD secara mutlak. Kawasan Stasiun Surabaya Gubeng menunjukkan tingkat kesesuaian yang moderat hingga cukup dengan skor maksimum komposit mencapai 0,608, yang didorong oleh tingginya tingkat keragaman tata guna lahan dan area tangkapan jalan kaki. Sebaliknya, Kawasan Stasiun Surabaya Pasar Turi secara mayoritas tertahan pada kelas kesesuaian menengah hingga rendah. Hal ini disebabkan oleh minimnya fasilitas koneksi transportasi lanjutan yang merupakan variabel dengan bobot terbesar, meskipun kawasan Pasar Turi unggul pada indikator kepadatan penduduk dan komersial. Rekomendasi pengembangan tata ruang di kawasan stasiun Surabaya perlu memprioritaskan peningkatan infrastruktur integrasi antarmoda (Distance to Transit) guna mencapai tingkat kesesuaian kawasan TOD yang optimal.

Surabaya City faces severe traffic congestion challenges due to its high population and the prevalent usage of motorized vehicles, necessitating the integration of land use and public transportation through the implementation of the Transit-Oriented Development (TOD) concept. This study aims to analyze the suitability level of TOD development within a one-kilometer radius of the Surabaya Gubeng Station and Surabaya Pasar Turi Station areas. This research employs a mixed-methods approach that integrates hierarchical qualitative and quantitative analyses. The determination of suitability variables and indicators was validated using the Delphi method across two rounds, involving six expert panels representing government, academia, and community sectors. Subsequently, the priority weight of importance for each variable was calculated utilizing the Analytical Hierarchy Process (AHP). The spatial suitability level of the study areas was then objectively analyzed using Spatial Multi-Criteria Analysis (SMCA) with a Geographic Information System (GIS) based Weighted Linear Combination (WLC) technique. The Delphi method validation established eight contextually relevant spatial indicators representing four primary TOD development principles (4D): Density, Diversity, Design, and Distance to Transit. The AHP analysis revealed that Distance to Transit is the most fundamental variable in determining TOD suitability, possessing the highest absolute weight of 46.85%. Spatial modeling indicated that no single planning unit in both study areas has absolutely met the ideal standards of the 4D TOD principles. The Surabaya Gubeng Station area demonstrated a moderate to sufficient suitability level with a maximum composite score of 0.608, primarily driven by high land use diversity and an optimal walkable catchment area. Conversely, the Surabaya Pasar Turi Station area predominantly remained in the moderate to low suitability classes. This underperformance was attributed to a significant lack of advanced feeder transportation connection facilities the variable with the highest weight despite the area's high population and commercial density indicators. In conclusion, spatial development recommendations and interventions in Surabaya's station areas must prioritize the improvement of intermodal integration infrastructure (Distance to Transit) to achieve maximum TOD suitability.
