Abstract

Pengelolaan sampah Polyethylene Terephthalate (PET) masih menghadapi berbagai tantangan, antara lain rendahnya tingkat pengumpulan kembali, lemahnya koordinasi antar pemangku kepentingan, keterbatasan kapasitas fasilitas, serta belum optimalnya desain jaringan reverse logistics. Penelitian ini bertujuan mengembangkan model kolaborasi Reverse Logistics Network pada pengelolaan sampah PET dengan mengintegrasikan partisipasi masyarakat (public participation), subsidi pemerintah (government subsidy), dan mekanisme pembagian biaya (endogenous cost sharing) ke dalam suatu kerangka optimasi. Model diformulasikan menggunakan pendekatan Mixed Integer Linear Programming (MILP) yang merepresentasikan jaringan reverse logistics yang melibatkan masyarakat, bank sampah unit, bank sampah induk, Dinas Lingkungan Hidup (DLH), pengepul, remanufaktur, dan pasar produk daur ulang. Fungsi tujuan meminimalkan total biaya sistem yang mencakup biaya transportasi, operasional fasilitas, penyimpanan, pengolahan, dampak lingkungan, kekurangan pemenuhan permintaan, serta mekanisme cost sharing. Selanjutnya, model dievaluasi melalui beberapa skenario pengembangan untuk menganalisis pengaruh kolaborasi, partisipasi masyarakat, subsidi pemerintah, dan mekanisme pembagian biaya terhadap kinerja jaringan. Analisis sensitivitas juga dilakukan untuk mengkaji pengaruh perubahan parameter utama terhadap total biaya sistem dan konfigurasi jaringan. Hasil penelitian menunjukkan bahwa model yang dikembangkan mampu menghasilkan konfigurasi jaringan reverse logistics yang lebih efisien melalui peningkatan kolaborasi antar pelaku, optimalisasi pemanfaatan fasilitas, dan pengalokasian aliran material secara lebih efektif. Integrasi partisipasi masyarakat, subsidi pemerintah, dan mekanisme endogenous cost sharing terbukti meningkatkan efektivitas pengumpulan sampah PET, menurunkan dampak lingkungan, serta meningkatkan efisiensi operasional jaringan. Hasil analisis sensitivitas menunjukkan bahwa besarnya subsidi pemerintah, tingkat material PET yang dapat didaur ulang, dan proporsi pembagian biaya merupakan parameter strategis yang memengaruhi total biaya sistem serta keputusan konfigurasi jaringan

Polyethylene Terephthalate (PET) waste management continues to face several challenges, including low collection rates, weak coordination among stakeholders, limited facility capacity, and the lack of an optimal reverse logistics network design. This study aims to develop a collaborative Reverse Logistics Network model for PET waste management by integrating public participation, government subsidies, and an endogenous cost-sharing mechanism into an optimization framework. The proposed model is formulated using a Mixed Integer Linear Programming (MILP) approach, representing a reverse logistics network involving households, unit waste banks, central waste banks, the Environmental Agency (Dinas Lingkungan Hidup/DLH), waste collectors, remanufacturers, and recycled product markets. The objective function minimizes the total system cost, including transportation, facility operation, storage, processing, environmental, unmet demand, and cost-sharing costs. The model is subsequently evaluated under several development scenarios to examine the effects of collaboration, public participation, government subsidies, and the cost-sharing mechanism on reverse logistics network performance. Sensitivity analysis is also conducted to investigate the impact of changes in key parameters on the total system cost and the resulting network configuration. The results demonstrate that the proposed model generates a more efficient reverse logistics network configuration through enhanced stakeholder collaboration, improved facility utilization, and more effective material flow allocation. The integration of public participation, government subsidies, and the endogenous cost-sharing mechanism significantly improves PET waste collection efficiency, reduces environmental impacts, and enhances the operational performance of the reverse logistics network. Furthermore, the sensitivity analysis reveals that the level of government subsidies, the proportion of recyclable PET materials, and the cost-sharing allocation are strategic parameters influencing both the total system cost and network configuration decisions
