Abstract

Pelabuhan Waren di Kabupaten Waropen saat ini berstatus Pelabuhan Pengumpan Regional dan direncanakan menjadi Pelabuhan Pengumpul. Penelitian ini bertujuan mengevaluasi kesesuaiannya terhadap kriteria Pelabuhan Pengumpul serta menentukan kebutuhan pengembangan periode 2027–2047. Metode yang digunakan meliputi analisis gap, proyeksi arus barang dan penumpang, analisis kebutuhan fasilitas, analisis breakwater, dan optimasi keuntungan. Hasil penelitian menunjukkan bahwa tujuh dari sembilan kriteria telah terpenuhi, sedangkan kapasitas dermaga dan jarak terhadap pelabuhan sejenis belum memenuhi. Pada tahun 2047, arus barang diproyeksikan mencapai 166.855,60 m³, penumpang 190.829 orang, dan ship call sekitar 2.595 kunjungan. Pengembangan terpilih meliputi penyambungan dermaga menjadi 181 m, pengembangan fasilitas darat secara bertahap, serta pembangunan breakwater sepanjang 973,99 m. Total manfaat sebesar Rp292,42 miliar dan biaya Rp258,14 miliar menghasilkan manfaat bersih Rp34,28 miliar serta BCR 1,133. Dengan demikian, pengembangan Pelabuhan Waren dinyatakan layak secara nominal.

Waren Port in Waropen Regency is currently classified as a Regional Feeder Port and is planned to be upgraded to a Collector Port. This study evaluates its compliance with Collector Port criteria and determines development requirements for 2027–2047. The methods include gap analysis, cargo and passenger forecasting, facility requirement analysis, breakwater assessment, and profit optimization. The results show that seven of nine criteria have been fulfilled, while berth capacity and distance from a similar port remain unmet. By 2047, cargo throughput is projected to reach 166,855.60 m³, passenger traffic 190,829 people, and ship calls approximately 2,595 visits. The selected development includes connecting the berths to provide an effective length of 181 m, phased landside facility development, and construction of a 973.99 m breakwater system. Total benefits of IDR 292.42 billion and costs of IDR 258.14 billion result in a net benefit of IDR 34.28 billion and a BCR of 1.13. Therefore, the development is considered nominally feasible.
