Abstract
Indonesia adalah produsen rumput laut terbesar kedua di dunia, tetapi daya saing ekspornya tertekan oleh tingginya biaya logistik. Karena hanya sebagian daerah yang dapat mengekspor langsung, banyak muatan dikonsolidasikan lebih dahulu melalui pelabuhan pengumpul untuk memperbesar volume dan menekan biaya per satuan, sehingga pemilihan pola pengiriman dan volume muatan menjadi persoalan utama. Penelitian ini menyusun model pengambilan keputusan angkutan laut berbasis skala keekonomian untuk menentukan pola pengiriman, skema sewa kapal, dan volume muatan yang paling efisien dari daerah produksi hingga pelabuhan negara tujuan, dengan Pelabuhan Tanjung Perak sebagai pelabuhan pengumpul utama. Model meminimalkan total biaya transportasi dan diselesaikan menggunakan Evolver pada Microsoft Excel, dengan membandingkan pola Port to Port dan Multiport serta skema Time Charter Hire (TCH) dan Voyage Charter Hire (VCH). Hasilnya, skema VCH dan pola Port to Port terbukti paling ekonomi. dengan total biaya Rp732,29 miliar, jauh lebih rendah dibandingkan pola Multiport sebesar Rp2.708,07 miliar Biaya per satuan menurun seiring bertambahnya volume muatan, sehingga konsolidasi muatan dan pemilihan kapal berkapasitas sesuai menjadi kunci efisiensi ekspor rumput laut.

Indonesia is the world's second largest seaweed producer, yet the competitiveness of its exports is constrained by high logistics costs. Because only some regions are able to export directly, much of the cargo is first consolidated through a collection port to increase volume and reduce the cost per unit, making the choice of shipping pattern and cargo volume a central issue. This study develops an economies-of-scale-based decision-making model for maritime transport to determine the most efficient shipping pattern, vessel charter scheme, and cargo volume from the production areas to the destination-country ports, with the Port of Tanjung Perak as the main collection port. The model minimizes total transportation cost and is solved using Evolver in Microsoft Excel, comparing the Port to Port and Multiport patterns as well as the Time Charter Hire (TCH) and Voyage Charter Hire (VCH) schemes. The results show that the VCH scheme and the Port to Port pattern are the most economical, with a total cost of Rp732.29 billion, far lower than the Multiport pattern at Rp2,708.07 billion. The cost per unit decreases as cargo volume increases, so cargo consolidation and the selection of appropriately sized vessels are key to the efficiency of seaweed exports.
