Abstract

Penerapan sistem angkutan umum massal seperti light rail transit (LRT) layang merupakan solusi potensial untuk mengurangi kemacetan perkotaan, terutama di Jakarta dan sekitarnya. Agar utilisasi dari penerapan LRT maksimal, maka diperlukan pemahaman tentang perilaku pilihan moda di daerah rencana pembangunan. Penelitian ini dilakukan untuk mempelajari perilaku pilihan moda perjalanan dengan mengidentifikasi variabel-variabel sosial-ekonomi, karakteristik perjalanan, faktor keamanan dan komponen akses, egress, dan waktu di dalam kendaraan dalam mempengaruhi pilihan moda pada rencana perpanjangan jalur LRT yang diusulkan antara Bogor dan Cawang.
Pengumpulan data dilakukan dengan survai preferensi dengan menawarkan alternatif moda LRT pada pengguna mobil, sepeda motor, dan angkutan umum. Model yang digunakan adalah logit binomial (regresi non- linear) yang mengkompetisikan antara setiap moda eksisting dengan LRT. Untuk estimasi parameter menggunakan estimasi likelihood maksimum (MLE).
Temuan menunjukkan bahwa kombinasi variabel yang memengaruhi pilihan moda LRT berbeda untuk setiap jenis pengguna kendaraan yang ada. Hasil penelitian menemukan bahwa variabel akses, egress, dan waktu di dalam kendaraan, jika masing-masing berdiri sendiri, tidak memiliki pengaruh yang signifikan terhadap pilihan moda. Namun, jika variabel-variabel ini digunakan sebagai satu kesatuan menjadi satu variabel berupa rasio penjumlahan waktu akses dan egress terhadap waktu di dalam kendaraan (RatioAE/I), menghasilkan variabel yang memiliki pengaruh signifikan terhadap semua pengguna kendaraan saat ini dalam pilihan LRT sebagai moda transportasi utama. Hal ini mengindikasikan bahwa individu cenderung mempertimbangkan seluruh proses perjalanan ketika memilih moda transportasi umum utama. Berdasarkan nilai Odds Ratio memperlihatkan bahwa semakin menurun RatioAE/I akan meningkatkan peluang menggunakan LRT, yang juga berarti meningkatkan kemungkinan memilih LRT. Batasan di mana orang masih bersedia mempertimbangkan LRT adalah jika RatioAE/I tidak lebih dari 0,9 atau waktu akses dan egress tidak lebih dari 47,37% dari total waktu perjalanan.
Dari pengembangan model diperoleh persamaan model utilitas LRT dari pengguna mobil: UCLRT = 4.339 − 1.720*RatioAE/I(1) − 2.189*RatioAE/I(2) − 2.506*RatioAE/I(3) − 0.140*Fare − 2.611*H_PTline; pengguna sepeda motor: UMCLRT = 8.876 − 0.988*RatioAE/I(1) − 1.894*RatioAE/I(2) − 3.058*RatioAE/I(3) − 0.256*Access_dist − 0.063*In_Veh − 1.239*sex − 1.607*Pickpocket − 0.181*Fare; pengguna angkutan umum: UPTLRT = 0.996 − 1.567*RatioAE/I(1) − 1.671*RatioAE/I(2) − 4.220*RatioAE/I(3) + 2.420*ModSTA(1) + 3.130*ModSTA(2) + 2.706*ModSTA(3) − 2.210*Sexhar. Persamaan utilitas tersebut dipergunakan untuk menghitung probabilitas memilih LRT dengan rumus PLRT = exp(vLRT)/(1+ exp(vLRT)). Dengan uji kelayakan model dan uji signifikasi variabel secara independent menunjukkan bahwa model dapat digunakan untuk memprediksi nilai observasinya.
Pada kelompok pengguna mobil, variabel yang berpengaruh signifikan, adalah H_PTline, RatioAE/I, dan Fare. Variabel yang paling dominan pada kelompok ini adalah adanya jaringan pelayanan angkutan umum yang melalui rumah (H_PTline), diikuti oleh RatioAE/I, sedangkan tarif mempunyai pengaruh yang relatif lebih kecil. Model kelompok pengguna sepeda motor menghasilkan jumlah variabel signifikan yang paling banyak, yaitu jenis kelamin (sex), jarak akses menuju stasiun (Access_dist), keamanan dari pencopetan (pickpocket), waktu perjalanan di dalam kendaraan (In_veh), rantai perjalanan (RatioAE/I), dan tarif/fare. Ini menunjukkan keputusan pengguna sepeda motor lebih kompleks dibandingkan pengguna mobil maupun angkutan umum. Sedangkan pengguna angkutan umum dipengaruhi oleh variable ketersediaan pilihan jenis moda angkutan di stasiun tujuan (modSTA), keamanan dari kekerasan seksual (sexhar), dan rantai perjalanan (ratioAE/I).

Implementing mass public transport systems, such as elevated Light Rail Transit (LRT), offers a potential solution to urban congestion, particularly in Jakarta and its surrounding areas. To maximize LRT utilization, it is essential to understand mode choice behavior in the areas slated for development. This study examines travel mode choice behavior by identifying socio-economic variables, trip characteristics, safety factors, and components such as access, egress, and in-vehicle time, and assessing their influence on mode choice for the proposed LRT line extension between Bogor and Cawang.
Data were collected through a preference survey that presented the LRT as an alternative mode to users of cars, motorcycles, and existing public transport. A binomial logit model (non-linear regression) was employed to model the competition between each existing mode and the LRT, with parameters estimated using Maximum Likelihood Estimation (MLE).
The findings reveal that the combination of variables influencing LRT mode choice differs across the various types of existing vehicle users. The study found that access, egress, and in-vehicle time—when considered individually—do not significantly influence mode choice. However, when these variables are combined into a single ratio—specifically, the sum of access and egress time divided by in-vehicle time (RatioAE/I)—the resulting variable significantly influences all current vehicle users regarding the choice of LRT as their primary mode of transport. This indicates that individuals tend to consider the entire travel process when selecting a primary public transport mode. Odds Ratio analysis shows that a lower RatioAE/I increases the likelihood of using the LRT. The threshold at which individuals remain willing to consider the LRT is a RatioAE/I of no more than 0.9, meaning access and egress times must not exceed 47.37% of the total travel time.
The model estimation process resulted in the following LRT utility functions: for car users, UCLRT = 4.339 − 1.720*RatioAE/I(1) − 2.189*RatioAE/I(2) − 2.506*RatioAE/I(3) − 0.140*Fare − 2.611*H_PTline; for motorcycle users, UMCLRT = 8.876 − 0.988*RatioAE/I(1) − 1.894*RatioAE/I(2) − 3.058*RatioAE/I(3) − 0.256*Access_dist − 0.063*In_Veh − 1.239*sex − 1.607*Pickpocket − 0.181*Fare; and for public transport users, UPTLRT = 0.996 − 1.567*RatioAE/I(1) − 1.671*RatioAE/I(2) − 4.220*RatioAE/I(3) + 2.420*ModSTA(1) + 3.130*ModSTA(2) + 2.706*ModSTA(3) − 2.210*Sexhar. These utility equations are used to calculate the probability of choosing LRT via the formula PLRT = exp(vLRT)/(1 + exp(vLRT)). Model goodness-of-fit tests and independent variable significance tests indicate that the model is suitable for predicting observed values.
For the car user group, the variables with a significant influence are H_PTline, RatioAE/I, and Fare. The most dominant variable in this group is the presence of a public transport network serving the user's home (H_PTline). Within the motorcycle user group, the model identified the largest set of significant predictors, namely gender (sex), access distance to the station (Access_dist), safety from pickpocketing (pickpocket), in-vehicle travel time (In_veh), trip chain (RatioAE/I), and fare. This indicates that the decision-making process of motorcycle users is more complex than that of car or public transport users. Meanwhile, public transport users are influenced by the availability of transport mode options at the destination station (modSTA), safety from sexual harassment (sexhar), and the trip chain (RatioAE/I).
