Abstract

The IMO 2023 strategy on reducing greenhouse gas emissions encourages the shipping sector to adopt more environmentally friendly technologies and fuels. One alternative considered effective is the use of liquefied natural gas (LNG) through a dual-fuel system on tugboats. However, the conversion and repair of LNG-fueled vessels still face challenges, particularly related to the technological readiness, facilities, and capabilities of shipyards in Indonesia. This study analyzed market potential, shipyard design, and the technical and economic feasibility of preparing shipyards for the conversion and repair of marine diesel fuel (MDF) and LNG-fueled tugboats. The research was conducted through market opportunity analysis, shipyard facility design studies, and investment feasibility analysis. The results show that the market potential for dual-fuel tugboat conversion and repair in Indonesia is very prospective, along with the increasing need for fuel efficiency and emission reduction. The shipyard design uses a zone-oriented approach on a 5,000 m² area with the main facility being a floating dock and other supporting facilities. From a technical aspect, the shipyard is considered feasible because it is supported by production facilities, workforce, and safety procedures according to ISGOTT standards. From an economic aspect, shipyard investment is considered feasible with an NPV value of Rp8,150,798,659, an IRR of 13%, an ROI of 27%, and a Payback Period of 13.83 years. The results of the study indicate that the development of a shipyard for the conversion and repair of LNG-fueled tugboats has good prospects to support environmentally friendly shipping in Indonesia.
