Abstract

Kabupaten Bojonegoro memiliki potensi unggulan salah satunya yaitu komoditas hortikultura belimbing di Desa Ngringinrejo Kecamatan Kalitidu yang dikembangkan menjadi kawasan agrowisata kebun belimbing. Desa Ngringinrejo memiliki keunggulan dalam produktivitas buah belimbing serta adanya kerja sama antar berbagai stakeholder dalam pengembangan ekonomi lokal berbasis buah belimbing. Namun, terdapat permasalahan seperti terbatasnya modal serta kurangnya pengembangan usaha dan pengolahan produk hasil panen belimbing sehingga menghambat dan memperlambat pertumbuhan ekonomi lokal. Tujuan dilakukannya penelitian ini adalah untuk menentukan faktor yang berpengaruh terhadap pengembangan ekonomi lokal berbasis buah belimbing di Desa Ngringinrejo Kecamatan Kalitidu Kabupaten Bojonegoro serta mengidentifikasi potensi dan masalah dari faktor-faktor yang berpengaruh tersebut. Untuk mencapai tujuan penelitian tersebut, tahap pertama yang dilakukan adalah menentukan faktor yang berpengaruh terhadap pengembangan ekonomi lokal berbasis buah belimbing di Desa Ngringinrejo Kecamatan Kalitidu Kabupaten Bojonegoro menggunakan analisis delphi. Selanjutnya dilakukan proses identifikasi potensi dan masalah dari masing-masing faktor berpengaruh menggunakan analisis deskriptif kualitatif. Berdasarkan analisis, didapatkan 26 faktor yang berpengaruh dalam pengembangan ekonomi lokal berbasis buah belimbing di Desa Ngringinrejo, Kecamatan Kalitidu, Kabupaten Bojonegoro yang meliputi perolehan bahan baku, lahan pertanian, sumber daya pertanian, ketersediaan petani dan tenaga kerja, keterampilan petani dan tenaga kerja, jenis modal, sumber modal, modal penyertaan, peran pemerintah, peran swasta, peran masyarakat, kerjasama stakeholder, klaster PEL lainnya, manajemen organisasi, teknologi pengolahan, teknologi hilirisasi, teknologi distribusi, sistem sortasi, permintaan pasar, strategi pemasaran, infrastruktur jalan, listrik, dan air bersih, serta keberlanjutan ekonomi, sosial, dan lingkungan. Ditemukan potensi pengembangan ekonomi lokal dalam aspek sumber daya alam, sumber daya manusia, kemitraan, infrastruktur, dan keberlanjutan. Namun, masih terdapat permasalahan yang meliputi terbatasnya permodalan, teknologi, dan pemasaran.

Bojonegoro Regency has several leading economic potentials, one of which is the starfruit horticultural commodity in Ngringinrejo Village, Kalitidu District, which has been developed into a starfruit orchard agrotourism area. Ngringinrejo Village has advantages in starfruit productivity, as well as collaboration among various stakeholders in developing local economic development based on starfruit. However, several challenges remain, including limited access to capital and insufficient business development and processing of harvested starfruit products, which hinder and slow local economic growth. This study aims to determine the factors influencing local economic development based on starfruit in Ngringinrejo Village, Kalitidu District, Bojonegoro Regency, and to identify the potential and problems associated with these influential factors. To achieve these objectives, the first stage of the study involved determining the factors influencing local economic development based on starfruit in Ngringinrejo Village, Kalitidu District, Bojonegoro Regency, using Delphi analysis. Subsequently, the potential and problems associated with each influential factor were identified using qualitative descriptive analysis. Based on the analysis, 26 factors were identified as influencing local economic development based on starfruit in Ngringinrejo Village, Kalitidu District, Bojonegoro Regency. These factors include raw material procurement, agricultural land, agricultural resources, availability of farmers and labor, skills of farmers and labor, types of capital, sources of capital, equity capital, the role of government, the role of the private sector, the role of the community, stakeholder collaboration, other local economic development clusters, organizational management, processing technology, downstreaming technology, distribution technology, sorting systems, market demand, marketing strategies, road infrastructure, electricity, clean water, and economic, social, and environmental sustainability. The findings indicate potential for local economic development in the aspects of natural resources, human resources, partnerships, infrastructure, and sustainability. However, several problems remain, including limited access to capital, technology, and marketing.
