Abstract
Perusahaan manufaktur Liquefied Petroleum Gas (LPG) menghadapi berbagai risiko rantai pasok, seperti ketidakpastian ketersediaan pasokan bahan baku, keterlambatan suplai dan distribusi, ketidakseimbangan persediaan, serta gangguan proses operasional. Risiko tersebut dapat menghambat kelancaran proses produksi dan distribusi serta berdampak pada kinerja operasional perusahaan. Oleh karena itu, diperlukan strategi mitigasi risiko untuk menjaga keberlangsungan rantai pasok melalui integrasi Supply Chain Operations Reference (SCOR) dan House of Risk (HOR). HOR Tahap 1 digunakan untuk menentukan Risk Agent prioritas berdasarkan nilai Aggregate Risk Potential (ARP), dengan memilih 20% Risk Agent dari total keseluruhannya. Risk Agent prioritas di antaranya proses bongkar muat LPG menggunakan isotank yang belum optimal, kerusakan kendaraan distribusi bahan baku LPG, serta supplier tidak memenuhi kapasitas pasokan akibat dari kilang shutdown atau maintenance. Risk Agent prioritas selanjutnya menjadi dasar penyusunan preventive action sebagai strategi mitigasi pada HOR Tahap 2. Prioritas preventive action ditentukan berdasarkan nilai Effectiveness to Difficulty (ETD) dengan mempertimbangkan Degree of Difficulty (Dk), yang melibatkan Analytic Network Process (ANP) untuk menentukan bobot kriteria cost, timespan, dan sumber daya manusia. Preventive action yang dihasilkan meliputi pelaksanaan rapat koordinasi rutin lintas fungsi, pengembangan penjadwalan unloading berdasarkan jadwal kedatangan dan kapasitas penerimaan LPG, serta penerapan sistem monitoring informasi pengiriman secara real-time sebagai strategi mitigasi dengan prioritas implementasi tertinggi. Integrasi HOR dan ANP menghasilkan urutan strategi mitigasi yang mempertimbangkan tingkat risiko dan kesulitan implementasi berdasarkan prioritas kriteria perusahaan, sehingga lebih merepresentasikan kondisi aktual perusahaan dalam menentukan urutan mitigasi risiko rantai pasok.

Liquefied Petroleum Gas (LPG) manufacturing companies face various supply chain risks, including uncertainty in raw material availability, delays in supply and distribution, inventory imbalances, and disruptions to operational processes. These risks may hinder the continuity of production and distribution activities, ultimately affecting the company's operational performance. Therefore, an effective risk mitigation strategy is required to ensure supply chain resilience through the integration of the Supply Chain Operations Reference (SCOR) model and the House of Risk (HOR) method. HOR Phase 1 to identify and prioritize Risk Agents based on their Aggregate Risk Potential (ARP) values by selecting the top 20% of all. The prioritized Risk Agents include suboptimal LPG unloading operations using isotanks, damage in LPG distribution vehicles, and suppliers inability to fulfill supply capacity due to refinery shutdowns. These prioritized Risk Agents served as the basis for formulating preventive actions as risk mitigation strategies in HOR Phase 2. The priority of preventive actions was determined using the Effectiveness-to-Difficulty (ETD) ratio by considering the Degree of Difficulty (Dk). The Dk value was assessed using the Analytic Network Process (ANP) to determine the relative weights of the evaluation criteria, namely cost, timespan, and human resources. The resulting preventive actions include conducting regular cross-functional coordination meetings, developing unloading schedules based on vessel arrival schedules and LPG receiving capacity, and implementing a real-time shipment information monitoring system as the highest-priority mitigation strategies. The integration of HOR and ANP provides a prioritized sequence of risk mitigation strategies by considering both the level of risk and the implementation difficulty based on the company's strategic priorities. Consequently, the proposed approach more accurately represents the actual conditions of the company in determining the implementation priority of supply chain risk mitigation strategies
