Abstract
Pertamina Patra Niaga (PPN) Regional Sumatra Bagian Selatan (Sumbagsel) saat ini menghadapi tantangan inefisiensi rantai pasok karena belum memiliki terminal hub BBM yang berfungsi sebagai pusat konsolidasi dan pendistribusian ulang produk BBM ke terminal-terminal penerima akhir. Sebagai bagian dari upaya memperkuat keandalan pasokan, Pertamina Patra Niaga berencana membangun terminal hub BBM baru di kawasan tersebut. Penelitian ini bertujuan untuk menentukan lokasi paling optimal bagi pembangunan terminal hub BBM melalui pendekatan Multi-Criteria Decision Making (MCDM) yang dikombinasikan dengan analisis kelayakan finansial. Metodologi penelitian melibatkan identifikasi dan pembobotan kriteria teknis, operasional, serta lingkungan dan regulasi, menggunakan metode Fuzzy Analytical Network Process (Fuzzy ANP). Alternatif lokasi yang diusulkan kemudian dianalisis berdasarkan kriteria yang telah ditentukan untuk memperoleh peringkat lokasi terbaik. Selanjutnya, lokasi dengan nilai tertinggi dievaluasi secara finansial melalui analisis Net Present Value (NPV), Internal Rate of Return (IRR), dan Profitability Index (PI) untuk menilai kelayakan investasi proyek. Hasil penelitian menunjukkan bahwa Tanjung Kalian terpilih sebagai lokasi terminal hub BBM terbaik dengan nilai prioritas tertinggi sebesar 0,3687 (normalized) dibandingkan alternatif lainnya. Hasil analisis kelayakan finansial pada lokasi terpilih menunjukkan bahwa proyek investasi layak untuk dijalankan, dengan nilai NPV sebesar Rp185.530 juta (> 0), IRR sebesar 12,74% (> 12,15%), PI sebesar 1,128 (> 1), dan DPP selama 13,27 tahun (< 20 tahun). Integrasi metode Fuzzy ANP dan Cost-Benefit Analysis terbukti mampu menghasilkan keputusan investasi pembangunan infrastruktur yang komprehensif, baik dari aspek teknis, operasional, lingkungan dan regulasi, maupun aspek finansial. Hasil penelitian ini diharapkan dapat menjadi dasar pengambilan keputusan bagi manajemen dan pemangku kepentingan terkait dalam mempertimbangkan kelanjutan proyek investasi pembangunan terminal hub BBM di Regional Sumbagsel, serta berkontribusi terhadap peningkatan efisiensi rantai pasok BBM nasional dan pengembangan metodologi pengambilan keputusan berbasis kriteria ganda dalam sektor energi dan logistik.

Pertamina Patra Niaga (PPN) Southern Sumatra Region (Sumbagsel) currently faces supply chain inefficiency challenges due to the absence of a fuel terminal hub that functions as a product consolidation and redistribution center to end terminals. As part of efforts to strengthen supply reliability, Pertamina Patra Niaga plans to construct a new fuel terminal hub in the region. This research aims to determine the most optimal location for the fuel terminal hub development through a Multi-Criteria Decision Making (MCDM) approach combined with financial feasibility analysis. The research methodology involves the identification and weighting of technical, operational, environmental and regulatory criteria using the Fuzzy Analytical Network Process (Fuzzy ANP) method. The proposed alternative locations are then analyzed based on predetermined criteria to obtain the best location ranking. Subsequently, the location with the highest value is evaluated financially through Net Present Value (NPV), Internal Rate of Return (IRR), and Profitability Index (PI) analyses to assess the project's investment feasibility. The results show that Tanjung Kalian was selected as the best fuel terminal hub location, obtaining the highest priority value of 0.3687 (normalized) compared to the other alternatives. The financial feasibility analysis of the selected location shows that the investment project is feasible, with an NPV of IDR 185,530 million (> 0), an IRR of 12.74% (> 12.15%), a PI of 1.128 (> 1), and a DPP of 13.27 years (< 20 years). The integration of the Fuzzy ANP method and Cost-Benefit Analysis proved capable of producing a comprehensive infrastructure investment decision, covering technical, operational, environmental, regulatory, and financial aspects. These findings are expected to serve as a basis for decision-making by management and relevant stakeholders in considering the continuation of the fuel terminal hub investment project in the Sumbagsel Region, as well as to contribute to improving national fuel supply chain efficiency and to the development of multi-criteria decision-making methodology in the energy and logistics sectors.
