Abstract
Pemilihan supplier merupakan kegiatan strategis dalam perusahaan, terutama apabila supplier tersebut akan memasok item yang kritis dan/atau akan digunakan dalam jangka panjang. Pemilihan supplier batubara sering kali hanya didasarkan pada harga, kualitas, dan waktu pengiriman. Namun, untuk barang-barang tertentu, kriteria dapat disesuaikan dengan kebutuhan. Dalam penelitian ini, pemilihan supplier batubara sebagai pemasok bahan bakar utama di PLTU Paiton Unit 7 dan 8 dimodelkan menggunakan pendekatan multicriteria decision making yang dikenal dengan Analytical Network Process (ANP). ANP digunakan karena terdapat saling ketergantungan (interdependencies) di antara kriteria-kriteria yang digunakan. ANP membandingkan enam supplier untuk kemudian dipilih tiga supplier terbaik. Untuk menentukan alokasi jumlah pembelian kepada masing-masing supplier, digunakan Mixed Integer Programming (MIP) dengan fungsi tujuan meminimumkan biaya, dengan tetap memenuhi seluruh fungsi pembatas secara teknis. Keenam supplier, yaitu PT. A, PT. H, PT. I, PT. J, PT. K, dan PT. L, dibandingkan menggunakan model ANP dan menghasilkan tiga supplier terbaik, yaitu PT. A, PT. J, dan PT. L. Sementara itu, optimasi alokasi supply menggunakan Mixed Integer Programming menghasilkan jumlah pemesanan sebagai berikut: PT. A memasok batubara jenis 1 sebesar 1.280.000 ton/tahun; PT. J memasok 1.250.000 ton/tahun untuk batubara jenis 1, 1.000.000 ton/tahun untuk batubara jenis 2, dan 250.000 ton/tahun untuk batubara jenis 3; sedangkan supplier ketiga, yaitu PT. L, memasok 175.000 ton/tahun untuk batubara jenis 3 dan 45.000 ton/tahun untuk batubara jenis 4.

Supplier selection is a strategic activity within a company, especially when a supplier provides critical items that will be used over the long term. Historically, coal supplier selection has often been based on common criteria such as price, quality, and delivery time. However, for specific items, a customized set of criteria may be required. In this study, coal supplier selection for the main fuel at Paiton Power Plant Units 7 and 8 is modeled using a multicriteria decision-making approach known as the Analytical Network Process (ANP). ANP is used because there are interdependencies among the criteria. The ANP model compares six suppliers, from which the three best suppliers are selected. To allocate the purchase volume among these three suppliers, Mixed Integer Programming (MIP) is used with the objective of minimizing total costs while ensuring that all technical constraints are satisfied. The six suppliers compared using the ANP model are PT. A, PT. H, PT. I, PT. J, PT. K, and PT. L. The three best suppliers based on the ANP model are PT. A, PT. J, and PT. L. The optimization process using Mixed Integer Programming results in the following supply allocation: PT. A is allocated 1,280,000 tons/year of coal type 1; PT. J is allocated 1,250,000 tons/year of coal type 1, 1,000,000 tons/year of coal type 2, and 250,000 tons/year of coal type 3; while the third supplier, PT. L, is allocated 175,000 tons/year of coal type 3 and 45,000 tons/year of coal type 4.
