Abstract

Sebuah organisasi memiliki beberapa kegiatan yang berjalan dalam durasi waktu yang cukup lama. Pemantauan kegiatan untuk mendapatkan kondisi sebenarnya atau progress sebuah kegiatan sering kali sulit dilakukan karena melibatkan beberapa bagian dalam kegiatan yang cukup kompleks. Tiap subbagian ini memiliki bobot kerja yang berbeda. Selain itu, dengan tidak adanya sistem yang terintegrasi, sulit untuk mendapatkan kondisi kegiatan secara real time dan menyeluruh. Tiap bagian dari kegiatan ini memiliki indikator kinerja yang menunjukkan tingkat keberhasilan atau skor dari sebuah subkegiatan, yang pada akhirnya menunjukkan tingkat keberhasilan atau skor dari sebuah kegiatan. Penelitian ini bertujuan untuk mendesain sebuah sistem untuk melakukan pemantauan kinerja kegiatan dari sebuah organisasi secara terintegrasi dan otomatis. Sistem didesain agar dapat diimplementasikan pada semua kasus organisasi yang melakukan kegiatan atau proyek yang memiliki indikator kinerja. Sistem didesain dengan metode System Development Life Cycle (SDLC) model waterfall. Alur data digambarkan menggunakan Data Flow Diagram (DFD), sedangkan desain database menggunakan Conceptual Data Model (CDM) dan Physical Data Model (PDM). Kinerja dari sebuah kegiatan dilihat dari skor untuk kegiatan tersebut, disertai dengan skor kualitatif. Skor dari sebuah kegiatan diperoleh berdasarkan skor yang dihitung berdasarkan rasio realisasi terhadap target dari tiap subkegiatan, di mana setiap subkegiatan memiliki bobot kerja yang ditentukan oleh seorang ahli. Sistem yang dibangun akan mengakomodasi keterkaitan antarindikator serta dapat menganalisis keterkaitan antarindikator yang tidak langsung.

An organization has several activities that run over relatively long periods of time. Monitoring these activities to determine their actual performance or progress is often difficult because it involves several units within a complex activity. Each sub-unit has a different workload weight. In addition, the absence of an integrated system makes it difficult to obtain a comprehensive and real-time view of the activity's actual condition. Each part of the activity has its own performance indicators that indicate the level of achievement or score of a sub-activity, which ultimately represents the level of achievement or score of the overall activity. This research aims to design an integrated and automated system for monitoring the performance of organizational activities. The system is designed to be applicable to various organizational activities or projects that have performance indicators. The system is developed using the System Development Life Cycle (SDLC) with the waterfall model. The data flow is represented using a Data Flow Diagram (DFD), while the database is designed using a Conceptual Data Model (CDM) and a Physical Data Model (PDM). The performance of an activity is assessed based on its score, accompanied by a qualitative score. The activity score is calculated based on the ratio of actual realization to the target of each sub-activity, where each sub-activity has a workload weight determined by an expert. The developed system accommodates relationships among indicators and enables the analysis of indirect relationships among indicators.
