Abstract

Di Indonesia, banyak proyek pembangunan sarana air bersih dan sanitasi yang tidak berkesinambungan sehingga sarana yang dibangun hanya berfungsi dalam jangka waktu pendek. Proyek Second Water and Sanitation for Low Income Communities (WSLIC-2) menjawab kekurangan dari proyek-proyek terdahulu. Sifat proyek ini adalah bottom-up dengan pendekatan pemberdayaan yang tanggap terhadap kebutuhan masyarakat, dengan memberikan kesempatan kepada masyarakat untuk berpartisipasi sejak proses perencanaan, pelaksanaan, pemanfaatan, hingga pengelolaan hasil proyek tersebut. Pendekatan pemberdayaan pada program WSLIC-2 yang menitikberatkan pada partisipasi masyarakat diharapkan dapat meningkatkan keberhasilan proyek. Oleh karena itu, perlu diketahui pengaruh partisipasi masyarakat terhadap keberhasilan proyek melalui penelitian. Objek penelitian adalah Kabupaten Pamekasan dengan memilih desa lokasi proyek WSLIC-2 yang memiliki tingkat keberhasilan tinggi, yaitu Desa Pamoroh, dan desa dengan tingkat keberhasilan rendah, yaitu Desa Rangperang Daya. Pengambilan sampel menggunakan teknik total sampling terhadap penerima manfaat proyek. Pengumpulan data dilakukan dengan metode kuesioner. Data dianalisis menggunakan Structural Equation Modeling (SEM), dengan variabel X berupa partisipasi masyarakat dan variabel Y berupa pencapaian tujuan proyek. Hasil penelitian menunjukkan bahwa di kedua desa, partisipasi masyarakat berpengaruh positif terhadap pencapaian tujuan proyek. Di Desa Pamoroh, variabel yang paling berpengaruh adalah tingkat partisipasi, sedangkan pencapaian tujuan proyek yang paling dipengaruhi adalah peningkatan pelayanan kesehatan masyarakat. Di Desa Rangperang Daya, variabel partisipasi yang paling berpengaruh adalah wujud partisipasi, sedangkan pencapaian tujuan proyek yang paling dipengaruhi adalah peningkatan pelayanan kesehatan masyarakat.

In Indonesia, many development projects involving clean water and sanitation facilities have been unsustainable, resulting in facilities that function for only a short period of time. The Second Water and Sanitation for Low Income Communities (WSLIC-2) project addresses shortcomings found in previous projects. The project adopts a bottom-up approach that emphasizes community empowerment and responds to community needs by providing opportunities for people to participate in the planning, implementation, utilization, and management of project outcomes. The empowerment approach of the WSLIC-2 program, which focuses on community participation, is expected to increase project success. Therefore, this study was conducted to examine the influence of community participation on project success. The research was conducted in Pamekasan Regency by selecting two villages where the WSLIC-2 project was implemented: Pamoroh Village, which had a high level of project success, and Rangperang Daya Village, which had a low level of project success. Sampling was conducted using a total sampling technique involving project beneficiaries. Data were collected through questionnaires and analyzed using Structural Equation Modeling (SEM), with community participation as variable X and project goal achievement as variable Y. The results showed that community participation had a positive influence on the achievement of project goals in both villages. In Pamoroh Village, the most influential variable was the level of participation, while the project goal most strongly influenced was the improvement of public health services. In Rangperang Daya Village, the most influential participation variable was the form of participation, while the project goal most strongly influenced was the improvement of public health services.
