Abstract

Pusat Pendidikan dan Pelatihan Pengawasan BPKP di Bogor memerlukan perencanaan yang bersifat strategis untuk membangun sistem informasi dalam kurun waktu beberapa tahun. Perencanaan strategis SI/TI ini tidak dapat dipisahkan dari rencana strategi (business plan) yang telah dimiliki organisasi sektor publik ini. Salah satu permasalahan dalam penyusunan perencanaan strategi SI/TI adalah bagaimana mengidentifikasi portofolio sistem informasi yang dibutuhkan oleh Pusdiklatwas BPKP. Perencanaan portofolio sistem informasi yang dilakukan pada penelitian ini dimulai dengan melakukan identifikasi lingkungan bisnis dan lingkungan SI/TI, baik dari sisi internal maupun eksternal, yang dilanjutkan dengan melakukan analisis SWOT untuk merumuskan strategi. Dari strategi tersebut diidentifikasi sasaran strategis melalui analisis empat perspektif Balanced Scorecard untuk organisasi sektor publik dan dilanjutkan dengan analisis Critical Success Factor untuk mengidentifikasi langkah-langkah kunci. Langkah-langkah kunci ini kemudian dipetakan menggunakan analisis value chain yang digunakan untuk organisasi jasa sehingga menimbulkan kebutuhan sistem informasi. Hasil akhir dari penelitian ini adalah teridentifikasinya 29 jenis sistem informasi yang dibutuhkan oleh Pusdiklatwas BPKP sebagai bagian dari rencana strategis sistem informasi dan teknologi informasi. Sistem informasi tersebut dapat dikelompokkan menjadi 4 jenis portofolio sistem informasi.

The Center of Education and Supervisory Training of the Financial and Development Supervisory Board (Pusdiklatwas BPKP) needs a strategic plan to develop an information system over a period of several years. This Strategic Plan for Information Systems and Information Technology is inseparable from the business plan owned by this public sector organization. One of the problems in developing an IS/IT strategic plan is how to identify the information system portfolio required by the organization. Research on information system portfolio planning in this thesis began by identifying the business environment and IS/IT environment from both internal and external perspectives, followed by conducting a SWOT analysis to formulate business strategies. Based on the identified business strategies, strategic objectives were determined through an analysis of the four perspectives of the Balanced Scorecard for public sector organizations, followed by Critical Success Factor (CSF) analysis to identify the key steps needed to achieve the organization's strategic objectives. These key steps were then mapped using Value Chain Analysis for service organizations to identify information system requirements. The results of this research identified 29 information systems required by the Center of Education and Supervisory Training of the Financial and Development Supervisory Board as part of its information systems and information technology strategic plan. The information systems can be grouped into four types of information system portfolios.
