Abstract
PT. "X" Surabaya sebagai perusahaan yang bergerak di bidang manufaktur yang memproduksi rokok, sangat perhatian terhadap pentingnya peranan supplier dalam rantai pasok bahan bakunya. Guna meningkatkan daya tawar dan kelangsungan produksi, perusahaan dituntut untuk memiliki lebih dari satu supplier untuk satu material tertentu dimana kondisi tiap supplier sangat berbeda satu dengan lainnya.
Evaluasi supplier dilakukan pada material outer pack (supporting material) dan sebagai upaya untuk menilai kinerja supplier berdasarkan kriteria penilaian yang ditentukan perusahaan dan menentukan kebijakan manajemen dalam proses pembelian sesuai proporsi yang tepat. Dan permasalahan ini muncul ketika PT. "X" dalam melakukan evaluasi supplier hanya terbatas pada perspektif cost, quality dan delivery saja yang dinilai berdasarkan faktor subjektivitas, dan belum terakomodasikan beberapa kriteria lain sebagai bahan pertimbangan dan penilaian supplier.
Identifikasi kriteria berdasarkan Vendor Performance Indicator (VPI) yang berkerangka dasar Quality Cost Delivery Flexibility Responsiveness (QCDFR). Rancangan sistem evaluasi supplier menghasilkan 17 VPI yang dipentingkan dimana pada kriteria Quality sebanyak enam VPI, Cost sebanyak dua VPI, Delivery sebanyak tiga VPI, Flexibility tiga VPI dan Responsiveness sebanyak empat VPI. Proses pembobotan didapat dari hasil brainstorming dengan pihak manajemen, menggunakan pendekatan AHP yang diolah dengan software Expert Choice. Bobot tertinggi adalah kriteria Quality. Hasil dari pengukuran menunjukkan kinerja supplier PT. Pura Barutama paling tinggi, disusul oleh PT. Tunas Alvin dan PT. Semarang Packaging Indonesia. Berdasarkan analisa traffic light system, VPI yang terkait dengan Responsiveness perlu ditingkatkan pada ketiga supplier karena kinerja masih rendah. Hasil evaluasi supplier dapat digunakan perusahaan sebagai bahan pertimbangan dalam menetapkan kebijakan quota pengadaan material outer pack dari masing-masing supplier pada periode berikutnya.

PT. "X" Surabaya as a company moving in cigarette production manufacturing field, has been very concerned about the importance of supplier role in its raw material supply chain. In order to increase its bargaining power and production performance, the company is required to have more than one supplier for one certain material where each supplier condition is very different from one another.
Supplier evaluation is done in outer pack material (supporting material) and as an effort to evaluate supplier's working efficiency based on evaluation criteria established by the company and to decide management policies in buying process according to the appropriate proportion. And this problem arose when PT. "X" in doing the supplier evaluation is only limited in cost perspective, quality and delivery evaluated based on subjectivity factor, and when there are some other criteria that have not been accommodated as the judgement criteria and supplier evaluation.
Criteria identification are based on the Vendor Performance Indicator (VPI) with basic framework of Quality Cost Delivery Flexibility Responsiveness (QCDFR). Supplier's evaluation system program yielded 17 emphasized VPI where in Quality criterion yielded 6 VPI, Cost of 2 VPI, Delivery of 3 VPI, Flexibility of 3 VPI and Responsiveness of 4 VPI. Weighting process gained from brainstorming results with the management, by using AHP approach processed with software Expert Choice. The highest weight is the Quality criterion. The measurement results showed that the working efficiency of PT. Pura Barutama supplier has been the highest, followed by PT. Tunas Alvin and PT. Semarang Packaging Indonesia, respectively. Based on traffic light system, VPI related with Responsiveness needed to be increased on all three suppliers since their working efficiency was still low.
Supplier evaluation results can be used by the company as its judgement material in establishing the quota policies for outer pack material procurement from each supplier in the next period.
