Abstract

Suatu organisasi merupakan sistem yang senantiasa berproses dan tidak statis. Sebagai sistem yang berproses, organisasi memiliki peluang untuk melakukan perubahan atas masukan ataupun pengaruh dari lingkungan sekitarnya. Di dalam pengembangan TI, keperluan bisnis yang spesifik akan memberikan suatu nilai baru bagi organisasi sehingga diperlukan pemikiran strategis melalui sebuah perencanaan yang terarah. Pada makalah ini diajukan perencanaan strategis teknologi informasi dengan menggabungkan konsep Critical Success Factors (CSF) dan Enterprise Architecture Planning (EAP) untuk merumuskan strategi TI pada organisasi nirlaba. Studi kasus yang digunakan oleh peneliti adalah organisasi pelayanan pendidikan nonformal dan informal pada BPPNFI Regional IV. Konsep CSF akan menerjemahkan strategi enterprise menjadi operasional. Strategi ini akan menghasilkan analisis bisnis objektif, CSF, kebutuhan SI/TI, serta Capital Information berupa portofolio aplikasi dan teknologi yang mendukung strategi. Sedangkan EAP menghasilkan proses pendefinisian arsitektur bagi penggunaan informasi dalam mendukung bisnis yang dikelompokkan ke dalam arsitektur data, aplikasi, dan teknologi. Penggabungan konsep CSF dan EAP diharapkan mampu memfokuskan organisasi pada upaya membangun kemampuan mereka untuk mengidentifikasi CSF atau bahkan memutuskan apakah organisasi tersebut memiliki kemampuan untuk membangun syarat-syarat yang diperlukan untuk memenuhi CSF tersebut. Hal ini mampu membantu tersedianya perencanaan strategis TI serta dapat menentukan apa yang penting bagi masa depan dan pencapaian masa depan organisasi.

An organization is a system that is constantly in process and not static. As a dynamic system, an organization has the opportunity to make changes based on any inputs or influences from its surroundings. In the process of developing IT, specific business needs provide new value to the organization, thereby necessitating strategic thought through directed planning. This paper focuses its discussion on information technology strategic planning by combining the Critical Success Factors (CSF) and Enterprise Architecture Planning (EAP) concepts to formulate an IT strategy for a non-profit organization. The researcher utilizes a case study of BPPNFI Region IV, an informal and non-formal educational service organization. The CSF concept is used to translate enterprise strategy into operational terms. This strategy results in objective business analysis, CSFs, IT needs, and capital information in the form of an application portfolio and supporting technologies. On the other hand, EAP produces the architecture-defining process for utilizing information to support the business, categorized into data, application, and technology architectures. The combination of the CSF and EAP concepts is expected to enable the organization to focus its efforts on developing the ability to identify CSFs or even determine whether the organization possesses the capability to meet the requirements necessary to fulfill those CSFs. This will assist the organization in providing strategic IT planning and help determine what factors are crucial for its future and the achievement of its organizational goals.
