Abstract

Penelitian ini meneliti proses pengambilan keputusan dalam pemilihan proposal investasi pada sebuah perusahaan modal ventura daerah, khususnya PT Sarana Jatim Ventura. Sebuah model keputusan pemilihan proposal investasi multikriteria dan terintegrasi berdasarkan Model AHP/Rating dikembangkan, diaplikasikan, dan diimplementasikan dengan menggunakan perangkat lunak Expert Choice yang diintegrasikan dengan teknik Linear Goal Programming. Model evaluasi multikriteria ini menghasilkan suatu metodologi untuk memilih proposal investasi yang akan dibiayai dengan mempertimbangkan kriteria-kriteria kualitatif maupun kuantitatif. Sebuah lokakarya selama satu hari dilaksanakan dan diikuti oleh panel yang terdiri atas delapan orang tenaga ahli PT Sarana Jatim Ventura yang selama ini terlibat dalam proses pengambilan keputusan investasi di perusahaan tersebut. Dari penelitian ini diperoleh beberapa kesimpulan sebagai berikut. Pertama, Model AHP/Rating memberikan kerangka kerja yang logis, terstruktur, dan koheren dalam melaksanakan proses pengambilan keputusan kelompok, di mana proposal investasi dievaluasi berdasarkan berbagai kriteria yang telah diprioritaskan. Kedua, pemanfaatan Model AHP/Rating untuk pengambilan keputusan pemilihan proposal investasi secara multikriteria dalam suatu kelompok dapat memfasilitasi proses diskusi, meningkatkan kerja sama, dan memperbaiki kualitas keputusan yang diambil. Ketiga, Model AHP/LGP yang terintegrasi memberikan keleluasaan dalam mengalokasikan sumber dana yang terbatas hanya kepada proposal investasi terpilih yang dapat memaksimumkan keuntungan atau manfaat bagi perusahaan.

This research examines the investment proposal selection decision-making process in a regional venture capital company, particularly PT Sarana Jatim Ventura. An integrated multicriteria investment proposal selection decision model based on the Analytic Hierarchy Process (AHP) and Rating Model was developed, applied, and implemented using Expert Choice software integrated with the Linear Goal Programming (LGP) technique. This multicriteria evaluation model provides a methodology for selecting investment proposals to be financed by considering both qualitative and quantitative criteria. A one-day workshop was conducted with a panel of eight experts from PT Sarana Jatim Ventura who had been involved in the company's investment decision-making process. The research resulted in several conclusions. First, the AHP/Rating Model provides a logical, structured, and coherent framework for conducting a group decision-making process in which investment proposals are evaluated based on multiple prioritized criteria. Second, the use of the AHP/Rating Model for multicriteria investment proposal selection in a group setting can facilitate group discussions, improve cooperation, and enhance the quality of the decisions made. Third, the integrated AHP/LGP Model provides decision makers with the flexibility to allocate limited financial resources only to selected investment proposals that can maximize the company's benefits or returns.
