Abstract

Kota Purwodadi adalah ibu kota Kabupaten Grobogan, Provinsi Jawa Tengah. Topografi wilayahnya relatif datar. Wilayah ini masih mengalami permasalahan banjir/genangan air. Banjir/genangan air ini terjadi di jalan, kawasan permukiman, dan pertanian yang tersebar di beberapa kelurahan. Luas genangan air di Kota Purwodadi mencapai 37 ha dengan kedalaman dapat mencapai 0,6 m. Dari 22.325 m saluran drainase yang ada, sekitar 70%-nya mengalami masalah pengaliran. Untuk membebaskan kota ini dari masalah banjir/genangan air, perlu dilakukan kajian untuk menentukan suatu strategi yang terbaik.

Kajian dilakukan terhadap tiga aspek, yaitu aspek teknis, kelembagaan, dan peran serta masyarakat. Pada aspek teknis digunakan analisis hidrologi dan hidrolika. Pada aspek kelembagaan digunakan analisis SWOT. Pada aspek peran serta masyarakat dilakukan penyebaran kuesioner dengan metode simple random sampling dan kemudian hasilnya dianalisis dengan program SPSS (Statistical Package for the Social Sciences).

Hasil analisis teknis menunjukkan bahwa diperlukan rehabilitasi terhadap 3.728 m saluran primer dan 3.505 m saluran sekunder, pemasangan tiga unit pompa, pembuatan tandon, dan normalisasi saluran dengan pengerukan sedimen. Berdasarkan aspek kelembagaan disimpulkan bahwa diperlukan rencana induk sistem drainase, peningkatan koordinasi antardinas, dan penegakan peraturan tata guna lahan. Hasil analisis terhadap aspek peran serta masyarakat menunjukkan bahwa masyarakat bersedia kerja bakti sebagai wujud partisipasi. Penanganan secara teknis direncanakan secara bertahap dalam sepuluh tahun, dimulai pada tahun 2010. Dengan penanganan yang sinergis dari ketiga aspek tersebut, diharapkan pada akhir tahun 2019, Kota Purwodadi dapat bebas dari banjir/genangan air.

Purwodadi is the capital of Grobogan Regency, Central Java Province. The topography of this town is relatively flat. The town still experiences flood and inundation problems. Flooding and inundation occur on roads, in residential areas, and on agricultural land in several villages. The inundation depth can reach 0.6 m, covering an area of approximately 37 ha. Of the 22,325 m of existing drainage channels, approximately 70% have flow problems. To free the town from these problems, a study to determine an appropriate strategy needs to be conducted.

This study covers three aspects: technical, institutional, and public participation. The technical aspect employs hydrological and hydraulic analyses. The institutional aspect employs SWOT analysis. For the public participation aspect, questionnaires were distributed using a simple random sampling method, and the results were then analyzed using the SPSS program.

The technical analysis concludes that rehabilitation is required for 3,728 m of primary drainage channels and 3,505 m of secondary drainage channels, along with the installation of three pumping units, construction of a reservoir, and channel normalization through sediment removal. The institutional analysis concludes that a drainage system master plan needs to be developed, coordination among relevant institutions needs to be improved, and regulations concerning land use need to be enforced. The results of the public participation analysis show that the community is willing to participate in the maintenance of drainage channels. The technical solutions to the problems are planned to be implemented over a period of 10 years, beginning in 2010, in several stages. It is expected that the city will be completely free from flooding and inundation problems by 2019.
