Abstract
Undang-Undang No. 18 Tahun 2008 tentang Pengelolaan Sampah mencantumkan bahwa metode Open Dumping untuk pembuangan sampah di TPA sudah harus ditinggalkan. Menurut PP No. 16 Tahun 2005 tentang Sistem Penyediaan Air Minum, TPA sampah untuk kota sedang dan kecil harus menggunakan metode Controlled Landfill. Hingga saat ini, pengelolaan sampah di TPA Ladang Laweh Kabupaten Padang Pariaman masih menerapkan metode Open Dumping. Lahan TPA Ladang Laweh berupa cekungan dengan ketinggian tebing 13 m. TPA ini mulai beroperasi tahun 2003 dengan umur rencana 15 tahun. Teknis penimbunan di atas cekungan menyulitkan petugas pembongkar sampah karena tempat kerja pembongkaran (timbunan sampah lama) untuk penimbunan pada sel sampah selanjutnya tidak stabil.
Penelitian ini difokuskan pada evaluasi pengelolaan sampah di TPA Ladang Laweh dan mengkaji langkah-langkah yang diperlukan untuk meningkatkan kondisi TPA Ladang Laweh menuju Controlled Landfill. Penelitian dilakukan terhadap jumlah timbulan sampah, komposisi, kapasitas lahan, estimasi timbulan gas, dan estimasi timbulan lindi. Berdasarkan hasil analisis, kemudian dilakukan perencanaan terhadap fasilitas TPA. Selanjutnya, dilakukan evaluasi berdasarkan hasil analisis dan perencanaan terhadap fasilitas eksisting yang mengacu pada NSPM Persampahan Tahun 2007 terkait pengelolaan TPA dengan metode Controlled Landfill.
Total timbulan sampah yang masuk ke TPA Ladang Laweh dengan upaya reduksi sampah sampai pada akhir tahun 2017 adalah 65.801,46 m³, tanpa upaya reduksi sebesar 136.614,93 m³. TPA Ladang Laweh seluas 1,3 ha dibagi atas dua tahap penimbunan, Tahap I berkapasitas 95.326,37 m³ (dalam cekungan) yang dibagi atas 3 zona dan Tahap II berkapasitas 42.043,20 m³ (di atas cekungan). Penutupan timbunan dengan tanah penutup dilakukan setiap 7 hari dengan tanah penutup yang sudah tersedia di sekitar TPA Ladang Laweh. Kolam pengolah lindi terdiri atas kolam anaerobik dan kolam fakultatif untuk pengolahan lindi maksimum 106,6 m³/hari. Estimasi timbulan gas CH₄ dan CO₂ total adalah 26.123.011 m³. Untuk penyediaan sarana dan prasarana TPA menuju Controlled Landfill, TPA eksisting perlu diberi liner dasar, sarana pengumpul dan pengolah lindi, ventilasi gas, drainase, sumur pemantau, jalan operasi, dozer, fasilitas areal masuk, dan sumber daya manusia pengelola sampah di TPA.

Solid Waste Management Act of the Republic of Indonesia No. 18/2008 stated that the open dumping method for Municipal Solid Waste (MSW) disposal must no longer be applied. According to Government Decree No. 16/2005, the open dumping MSW method must be changed to controlled landfill. Ladang Laweh Final Disposal Site (FDS) in Padang Pariaman Regency still applies the open dumping method. This landfill is a steep-sided canyon with a height of approximately 13 m. Ladang Laweh FDS has been operated since 2003 and was planned to have a 15-year lifespan. The MSW was disposed of from the upper part of the canyon downhill by FDS operators. This operational approach might cause instability of the dumping area and solid waste mound slides.
This study aimed to evaluate the operation of Ladang Laweh FDS and determine action plans for upgrading the FDS to a controlled landfill. The methods used in this research included measurements of the quantity of solid waste disposed of at the landfill, solid waste composition, land capacity, gas emissions, and leachate generation. The data obtained from this research were used to determine the required landfill facilities. Evaluation of the existing FDS was conducted according to the Solid Waste Standard Manual (NSPM) 2007 related to the controlled landfill method.
The estimated total quantity of MSW disposed of at Ladang Laweh landfill was 136,614.93 m³ up to 2017. If MSW reduction efforts were applied, this quantity could be reduced to 65,801.46 m³. The Ladang Laweh landfill area of 1.3 hectares was divided into 2 phases. Phase I, which was located inside the canyon, had a capacity of 95,326.37 m³. Phase I was divided into 3 dumping zones. Phase II had a capacity of 42,043.20 m³. This phase was located above the canyon. Every cell in the landfill was planned to be covered with soil periodically, once every 7 days. The leachate treatment facility consisted of anaerobic and facultative ponds for treating 106.6 m³ of leachate per day. The estimated total biogas production volume was 26,123,011 m³. In order to implement a controlled landfill at the existing landfill, several facilities should be provided. These facilities included lining, leachate collection and treatment units, gas ventilation pipes, a drainage system, monitoring wells, an operation road, a dozer, entrance facilities, and landfill operators.
