Abstract
Di Jawa Timur, salah satu potensi sumber daya alam laut berupa terumbu karang terdapat di Kepulauan Kangean, Kabupaten Sumenep. Penelitian tentang Strategi Pengelolaan Kawasan Terumbu Karang di Kepulauan Kangean ini dibatasi pada 3 pulau, yakni Pulau Mamburit, Pulau Saubi, dan Pulau Saur. Tujuan dari penelitian ini pertama membuat penilaian yang rasional tentang tingkat kerusakan yang terjadi serta penyebab terjadinya kerusakan tersebut. Kedua, mengetahui tingkat pertumbuhan terumbu karang di daerah studi. Tujuan ketiga dapat membuat konsep dasar pemikiran yang ilmiah tentang pengelolaan kawasan terumbu karang di Kepulauan Kangean.
Metode yang digunakan adalah metode deskriptif dan metode survei. Data primer yang dibutuhkan adalah persentase penutupan karang hidup, data pertumbuhan karang, dan data oseanografis. Data-data sekunder yang mendukung adalah data luasan karang dari citra satelit, potensi perikanan, kondisi demografi, pendidikan, mata pencaharian, dan sistem perundangan.
Berdasarkan hasil penelitian, kawasan perairan Saubi mempunyai nilai persentase penutupan bagus (60,80%), sedangkan perairan Pulau Mamburit dan Pulau Saur persentase penutupannya tergolong sedang (berkisar antara 25–49,9%). Menurut nilai keanekaragamannya, perairan Pulau Saur, Pulau Mamburit, dan Pulau Saubi tergolong kecil (kurang dari 3,20). Berdasarkan kondisi perairannya, terumbu karang di ketiga pulau masih sangat memungkinkan untuk dikembangkan.
Strategi pengelolaan terumbu karang didasarkan pada kenyataan bahwa penyebab kerusakan terumbu karang terbesar adalah faktor antropogenik, yakni aktivitas manusia. Upaya perencanaan pengelolaan jangka pendek meliputi pemberdayaan masyarakat pesisir, perbaikan habitat, pelarangan, dan perizinan penambangan. Jangka menengah meliputi pembuatan artificial reefs dan pembentukan kelompok nelayan cinta lingkungan, sedangkan pengelolaan jangka panjang adalah penetapan zonasi konservasi. Adapun jenis pelaksanaannya meliputi pembuatan terumbu karang buatan, transplantasi, pendidikan lingkungan, pelarangan, dan sanksi hukum.

In East Java, one source of coral reefs is found in the Kangean Islands, Sumenep Regency. This research concerning the Coral Reef Management Strategy in the Kangean Islands is limited to three islands: Mamburit, Saubi, and Saur Islands.
The purposes of this research are, first, to evaluate the level of destruction that has occurred and the causes of this destruction; second, to determine the growth rate of coral reefs in the study area; and third, to develop a basic academic concept for coral reef management in the Kangean Islands.
Descriptive analysis and survey methods were used in this research. The primary data required were the percentage of live coral reef coverage, coral reef growth data, and oceanographic data. The supporting secondary data included coral reef area obtained from satellite imagery, fishery potential, demographic conditions, education, occupation, and the legal system.
Based on the results of the research, the Saubi area had a high percentage of coral reef coverage (60.80%), while the Mamburit and Saur Islands had moderate percentages of coverage (approximately 25–49.9%). According to the diversity index, the Saur, Mamburit, and Saubi Islands were in the low category (less than 3.2). Based on seawater conditions, the coral reefs on these islands have considerable potential for further development.
The strategy for managing coral reefs is based on the reality that the main cause of coral reef destruction is anthropogenic factors, namely human activities. Short-term coral reef management plans include empowering local communities, improving coral reef habitats, prohibiting destructive activities, and regulating mining permits.
Medium-term coral reef management plans include creating artificial reefs and forming groups of environmentally conscious fishermen. Long-term coral reef management plans include establishing conservation zones. Implementation includes constructing artificial reefs, environmental education, and law enforcement.
