Abstract

Kota Batu sebagai kota yang baru saja berdiri, menghadapi masalah pengelolaan sampah yang cukup kompleks. Di satu sisi, dana yang ada tidak cukup untuk membiayai pengangkutan seluruh sampah di Kota Batu karena tidak semua masyarakat bersedia membayar Retribusi Kebersihan Lingkungan (RKL), sementara di sisi lain, masyarakat tidak bersedia membayar RKL karena tingkat pelayanan pengangkutan Dinas Kebersihan dan Pertamanan (DKP) Kota Batu baru mencapai 30%. Dengan status Kota Batu sebagai Kota Wisata, pengangkutan sampah harus terlayani dengan baik.

Daerah studi meliputi tiga kecamatan di Kota Batu, yaitu Kecamatan Batu, Kecamatan Junrejo, dan Kecamatan Bumiaji. Penelitian ini mengkaji tiga aspek pengangkutan sampah di Kota Batu, yaitu aspek teknis operasional, aspek finansial, dan aspek kelembagaan. Untuk aspek teknis, data primer didapatkan dari observasi lapangan berupa waktu operasi, jarak yang ditempuh oleh truk pengangkut, dan infrastruktur kota (seperti jalan dan kondisi TPS serta TPA). Observasi dan penelitian juga dilakukan untuk mendapatkan volume timbulan total Kota Batu. Penelitian ini bertujuan untuk menyusun peta daerah pelayanan dan rute optimasi dari truk pengangkut agar DKP Kota Batu dapat meningkatkan cakupan pelayanannya.

Dari analisa aspek teknis operasional diperoleh data total timbulan di Kota Batu sebesar 655,94 m3/hari dengan berat jenis 197 kg/m3. Dari volume total tersebut, DKP Kota Batu mampu melayani pengangkutan sebesar 192 m3/hari. Dengan optimasi rute truk pengangkut dan penambahan daerah pelayanan, cakupan pelayanan pengangkutan sampah meningkat sampai 40% tanpa penambahan armada pengangkutan. Persentase ini sudah melebihi target National Action Plan (NAP) untuk pelayanan persampahan Kota Batu di Tahun 2005 sebesar 38,08%. Hasil optimasi menunjukkan bahwa jumlah ritase Dump Truck dapat ditingkatkan menjadi 3 sampai 4 trip/hari, ritase Arm Roll Truck dapat ditingkatkan menjadi 5 trip per/hari, dan ritase Open Truck dapat ditingkatkan menjadi 3 trip/hari. Penambahan rute atau daerah pelayanan sangat berpengaruh terhadap aspek finansial. Untuk meningkatkan cakupan pelayanan sampai 40% dibutuhkan biaya investasi (untuk 4 gerobak dorong dan 2 kontainer) sebesar Rp. 144.000.000,00 serta biaya operasional tambahan sebesar Rp. 6.132.000,00 per bulan untuk BBM.

Dari analisa potensi RKL dan realisasi penerimaan RKL pada Tahun 2004, terlihat bahwa realisasi saat ini masih jauh dari potensi yang ada. RKL harus lebih dioptimalkan untuk memenuhi kebutuhan penambahan pelayanan. Dari analisa aspek finansial diperoleh juga biaya pengangkutan per ton sampah sebelum adanya penambahan rute sebesar Rp. 54.700,00 (untuk Dump Truck), Rp. 109.400,00 (untuk Open Truck), dan Rp. 22.400,00 (untuk Arm Roll Truck). Setelah adanya penambahan rute, biaya pengangkutan per ton sampah menjadi Rp. 29.800,00 (untuk Dump Truck dan Open Truck), serta Rp. 19.900,00 (untuk Arm Roll Truck). Dari analisa aspek kelembagaan dengan analisa SWOT diperoleh kesimpulan bahwa DKP Kota Batu dapat meningkatkan pelayanan pengangkutan dengan strategi turn around melalui optimasi peluang untuk mengatasi kelemahan. Strategi yang dapat diambil antara lain adalah mengoptimalkan RKL non penduduk sebagai sumber pembiayaan untuk menambah cakupan pelayanan. Strategi lain adalah meningkatkan upaya reduksi sampah (pemilahan) untuk mengurangi volume sampah yang harus diangkut.

As a newly established-autonomous city, the city of Batu has to confront a complex challenge of solid waste management. Since most households in Kota Batu were not willing to pay the retribution of the waste services (known as RKL), there was not enough fund available to finance all solid waste transports of Kota Batu. On the other hand, most inhabitants refused to pay RKL because the Cleansing Department (DKP) had only been able to provide 30% waste-transport services of the total volume of waste generated. As a growing city with prominent sector of tourism, waste transport, as the whole system of waste management, should be properly managed.

The study area covered three districts (Kecamatan) of Kota Batu, namely: Kecamatan Batu, Kecamatan Junrejo, and Kecamatan Bumiaji. This thesis was focused on technical-operational, financial, and institutional aspects of waste transport management in Kota Batu. Primary data of the technical aspect were collected from field observations. These data included transport service time, distance traveled by transport trucks, and city infrastructures (such as roads, local collection points, and landfill site). Observation and research was also made to measure the total volume of waste generated. This research was aimed to delineate transport service area map and to optimize trips of the transport trucks to increase the service level.

Analysis of the technical aspect showed that 655,94 m3 of waste generated per day in Kota Batu, with density of 197 kg/m3. From the total volume, only 192 m3 of the solid waste could be managed to be transported every day. With optimized trips and extended service areas, service level could be increased to 40% without additional trucks. This increased service level had already met the National Action Plan (NAP) target of waste service in the year 2005 for Kota Batu of 38,08%. Number of trips per day for dump trucks could be increased until 3 to 4 trips/day. The services of the arm roll trucks could be increased to 5 trips/day, and the services of the open trucks could be increased to 3 trips/day. The extended routes and service areas greatly affected the financial aspect.

In order to meet the need of the increased service coverage until 40%, investments of 4 hand carts and 2 containers with a value of Rp. 144.000.000,00 were required. Additional operational cost of Rp. 6.132.000,00 per month was also required for additional fuels. Analysis of the financial aspect showed that the RKL potencies are greater than the revenue received in 2004. Thus, RKL should be optimized in order to meet the demands of extended service area. The current transportation costs per ton waste of the dump trucks, open trucks and arm roll trucks were Rp. 54.700,00, Rp. 109.400,00, and Rp. 22.400,00 respectively. With route extensions, the transportation costs per ton waste were reduced to Rp. 29.800,00 (for Dump Trucks and Open Trucks), and Rp. 19.900,00 (for Arm Roll Trucks). SWOT analysis for institutional aspect concluded that DKP of Kota Batu could increase the level of service by using turn around strategy through optimizing opportunities to overcome weaknesses. One of the alternative strategies to be implemented for the extension of service coverage is optimizing non-household RKL (e.g. hotels, restaurants, etc.) as funding sources. Another alternative is increasing solid waste reduction (by waste separation) to reduce waste volume to be transported.
