Abstract

Sistem distribusi air bersih merupakan sistem aliran pendistribusian air bersih yang sangat diperlukan dalam rangka pemerataan pelayanan air bersih kepada masyarakat/pelanggan. Perusahaan Daerah Air Minum (PDAM) Kota Madiun pada saat ini telah meningkatkan pelayanan/cakupan pelayanan kepada masyarakat sebesar 61% dan telah mendistribusikan air bersih ke pelanggan sebesar 261 lt/detik dengan tingkat kebocoran sebesar 28,84%, dan masih adanya tekanan air pada konsumen yang kecil terutama pada waktu pagi dan sore hari. Oleh sebab itu sistem distribusi air perlu dilakukan evaluasi sehubungan dengan berkembangnya kota dan peningkatan populasi penduduk.

Metode untuk mengevaluasi dari aspek teknis ialah dengan melakukan pengumpulan data primer maupun sekunder, pengukuran tekanan pada zona-zona distribusi serta dengan Real Demand Survey terhadap pelanggan PDAM untuk mengetahui tingkat kepuasan pelanggan. Survey juga dilakukan terhadap minat masyarakat Non Pelanggan untuk mendapatkan perkiraan pengembangan pelayanan untuk 10 (sepuluh) tahun ke depan sampai tahun 2014. Pengumpulan data sekunder dilakukan dengan cara wawancara serta mengambil data teknis seperti peta jaringan, jumlah produksi, distribusi dan penjualan air, jumlah dan jenis pelanggan, data-data keuangan dan data penduduk.

Dengan data yang ada maka dilakukan evaluasi dengan Program Epanet 2.0, dan diperoleh hasil perlu adanya perbaikan atau penggantian pipa yang mengalami kebocoran, penggantian pipa yang diameternya terlalu kecil serta mengoptimalkan suplai air bersih ke masyarakat/pelanggan. Juga dilakukan evaluasi terhadap kinerja kelembagaan PDAM untuk menyusun rencana strategis pengembangan usaha dalam peningkatan pelayanan kepada masyarakat.

Berdasarkan hasil analisa, kegiatan penanganan dan pengembangan pelayanan air bersih Kota Madiun ini diperlukan biaya investasi sebesar Rp. 9.348.298.000,-. Maka didapat IRR = 16,48%, NPV = 2.001.663.486,97 dan PI = 1,21.

The drinking water distribution system represented a drinking water distribution flow system which was required for distributing evenly the drinking water service to customers/community. Perusahaan Daerah Air Minum (PDAM) in the City of Madiun recently increased its service/service coverage to the customers by 61% and has distributed the water to the customers at 261 l/s with leakage level of 28,84% and there were still pressures for water from few customers particularly in the morning and evening. Therefore, the water distribution system should be evaluated in associated with some developments in city and the growing population number.

The technical aspect would be evaluated by collecting primary and secondary data, measuring some pressures emerging in several distribution zones and by undertaking Real Demand Survey over the PDAM customers to know the customer's satisfaction. The non-customers' interests were also surveyed to make an estimation regarding a service development for ten years in the coming year until 2014. The secondary data were collected by interview, as well as by collecting technical data, such as network map, production quantity, water distribution and sale, number and type of customers, financial and population data.

The existing data were evaluated making the use of Epanet Program 2.0 and the results indicated that some pipes must be improved or replaced with new ones because of the leakage; some pipes with too small diameters must be replaced with larger ones and water supply to the customer must be optimized as well. The institutional performance of the PDAM was evaluated to prepare a strategic plan for business development in the view of enhancing the service to the customers/public.

On the basis of analytical result, the handling and development of the drinking water service in Madiun needed an investment of Rp. 9.381.317.000,00, suggesting that IRR = 16,48%, NPV = 2.001.663.486,97 and PI = 1,21.
