Abstract

Keberadaan permukiman nelayan di kawasan dermaga Pulau Baai Kota Bengkulu tidak sesuai dengan peruntukannya sebagai kawasan pelabuhan seperti yang telah ditetapkan dalam RTRW Kota Bengkulu tahun 2005. Permukiman nelayan tersebut harus direlokasi. Untuk penentuan lokasi permukiman baru perlu ditetapkan suatu kriteria lokasi permukiman yang sesuai dengan harapan dan kehidupan masyarakat nelayan tersebut. Selain itu, perlu dilibatkan masyarakat nelayan sebagai legitimasi publik dalam menentukan kriteria lokasi permukimannya. Tujuan penelitian ini adalah untuk menyusun suatu kriteria lokasi permukiman nelayan menurut preferensi masyarakat nelayan sebagai calon penghuni. Sasaran yang ingin dicapai adalah mengetahui faktor-faktor pembentuk permukiman nelayan. Metode penelitian ini bersifat deskriptif kualitatif. Teknik pengumpulan data primer dilakukan melalui wawancara terhadap masyarakat dengan sistem sampling. Kemudian data sekunder dari survei literatur dan pihak-pihak terkait lainnya. Metode analisa deskriptif kualitatif yang digunakan untuk menentukan kriteria relokasi permukiman masyarakat nelayan adalah metode analisa deskriptif kualitatif dengan melakukan penjaringan pendapat dari masyarakat nelayan guna mengetahui aspek-aspek yang menjadi pilihan masyarakat nelayan dalam menentukan pilihan lokasi permukiman mereka. Merumuskan hasil penjaringan pendapat masyarakat nelayan melalui penjaringan pendapat para stakeholder tentang aspek yang dipilih oleh masyarakat nelayan tersebut. Berdasarkan hasil kajian pustaka, penyaringan pendapat dari masyarakat nelayan dan wawancara dengan para stakeholder maka didapat suatu kesimpulan: permukiman yang mempunyai aksesibilitas tinggi ke tempat kerja atau sumber mata pencaharian, lokasi permukiman berpotensi sebagai tempat usaha. Memiliki sumber air bersih, sarana jalan sebagai penghubung, ketersediaan sarana ibadah, ketersediaan sarana kesehatan, ketersediaan tempat pinjam modal usaha dan ketersediaan tempat menjemur ikan.

The presence of fisherman settlements at the harbour of Baai Island, Bengkulu, is not as intended as a port area as specified in RTRW Bengkulu City of 2005. Fisherman settlements should be relocated. To determine the location of new settlements for them should be in line with the expectations and the lives of the fisherman community. Fishing communities need to be involved in that process as public legitimacy in determining the location criteria for settlements. The purpose of this study is to construct a residential location criteria according to the preferences of fishermen fishing communities as potential residents. Target achieved is to know the factors forming the settlement of fisherman. This research method is descriptive qualitative. Primary collected from the community through interviews with a sampling system. Then secondary gathered from literature survey and other related parties. Analytical methods used to determine the criteria for relocation settlements fishing community is a qualitative descriptive analysis method by filtering the opinion of the fishing communities to determine what aspects of the fishing communities of choice in determining their choice of settlement location. Opinion filtered through the filtration fishing community stakeholder opinions about selected aspects of the fisherman community. Based on literature review results, screening opinion from the fishing communities and interviews with the pre-stakeholder obtained a conclusion about the criteria for the location of settlements in accordance with the preferences of fishermen fishing communities and in accordance with their life. Location criteria formulation obtained include: settlements that have high accessibility to work or source of livelihood, settlement location as a place of business potential. Having clean water sources, a road infrastructures, the availability of religious facilities, are same criteria needed in determining new settlement for the fisherman.
