Abstract

Ada anggapan bahwa di dalam sebuah proses konstruksi, yang melakukan aktivitas arsitektur atau yang berarsitektur hanyalah perancang bangunan/arsitek. Padahal, tanpa bantuan dan partisipasi dari komponen lainnya yang terlibat di dalam proses konstruksi, perancang/arsitek tidak berarti apa-apa. Berarsitektur juga merupakan kegiatan dari orang-orang yang “mengerjakan” dan “mengawasi” pelaksanaan konstruksi di lapangan. Perancang, pelaksana, dan pengawas mempunyai andil yang sama pentingnya dalam mewujudkan karya arsitektur secara fisik, sesuai dengan peran dan porsinya masing-masing. Di dalam proses konstruksi, masing-masing komponen dalam menjalankan tugasnya senantiasa berkomunikasi dan berpegangan pada “dokumen konstruksi” yang berwujud gambar kerja dan spesifikasi. Mekanisme kerja seperti ini merupakan ketentuan baku yang telah dilaksanakan sejak zaman Belanda di Indonesia, sebagaimana tercantum dalam buku AV 41. Mekanisme tersebut diharapkan dapat memberikan “jaminan” bagi terciptanya iklim kerja yang baik di dalam proses konstruksi dan hasil yang baik pula bagi sebuah produk karya arsitektur. Akan tetapi, proses konstruksi era 1980-an menunjukkan fenomena yang berbeda dibandingkan dengan periode sebelumnya, yakni: pertama, adanya penurunan keterampilan berarsitektur dari para tukang/craftsman; kedua, gambar kerja dan spesifikasi tidak jelas dan sulit dipahami oleh para tukang/craftsman. Permasalahan secara umum yang harus dicari pemecahannya di dalam penelitian ini adalah seberapa besar keterampilan arsitektur yang dituntut dalam desain arsitektur, meliputi pekerjaan apa saja, faktor apa yang menyebabkan keterampilan berarsitektur menurun, standar penggambaran dan pengungkapan seperti apa yang seharusnya dilakukan oleh arsitek dalam membuat gambar kerja dan spesifikasi, serta seberapa besar kemampuan ilmu pertukangan yang dimiliki oleh arsitek. Tesis ini merupakan penelitian “deskriptif” yang mendeskripsikan dan memecahkan permasalahan yang ada dengan menggunakan metode kualitatif. Kegiatan yang dilakukan meliputi kegiatan pengkajian dan kegiatan penelitian. Kegiatan pengkajian meliputi kajian “proses konstruksi” serta kajian dalam konteksnya sebagai “kegiatan berarsitektur”. Kajian proses konstruksi dilakukan dengan membahas komponen dan dokumen proses konstruksi serta posisi dokumen menurut pandangan masing-masing komponen. Kajian proses konstruksi dalam konteksnya sebagai kegiatan berarsitektur dilakukan dengan membahas proses berarsitektur dari masing-masing komponen, yaitu proses “membuat”, “mengalami”, dan “memahami” arsitektur, serta posisi dokumen di dalam lingkup “proses arsitektur”. Kegiatan penelitian diarahkan pada objek kasus tesis, yaitu proses konstruksi era 1980-an di Surabaya yang diperiksa dan diteliti melalui dokumen proses konstruksinya, yaitu gambar kerja dan spesifikasi arsitekturalnya. Unsur-unsur yang diperiksa adalah cara “penggambaran” materi instruksi arsitektural, informasi material, serta metode pelaksanaan yang tercermin pada unsur-unsur gambar kerja, seperti gambar tampak, potongan, denah, dan lain-lain. Pemeriksaan unsur-unsur tersebut dilakukan pada “sampel” objek kasus yang telah ditentukan dan dianggap dapat mewakili dokumen proses konstruksi era 1980-an. Hasil akhir yang diperoleh dari kegiatan pengkajian berupa butir-butir persyaratan yang harus diantisipasi oleh arsitek sebagai pembuat gambar kerja dan spesifikasi arsitektural, serta standardisasi pembuatan gambar kerja. Hasil akhir yang diperoleh dari kegiatan penelitian berupa temuan-temuan yang memperlihatkan bagaimana “cara penggambaran” instruksi dan informasi yang dilakukan oleh arsitek, yang tertuang pada gambar kerja dan spesifikasi pada era 1980-an di Surabaya. Melalui hasil yang diperoleh dari kegiatan pengkajian dan penelitian ini, diharapkan permasalahan yang ada dapat dijawab dan dipecahkan.

There is an assumption that, within a construction process, architectural activity or the act of practicing architecture is carried out solely by the building designer or architect. In fact, without the assistance and participation of other components involved in the construction process, the architect or designer cannot accomplish the work independently. Practicing architecture is also an activity carried out by those who “execute” and “supervise” construction work in the field. Designers, contractors or craftsmen, and supervisors each make an equally important contribution to the physical realization of architectural works, according to their respective roles and responsibilities. In the construction process, each component, in carrying out its duties, continuously communicates and refers to “construction documents” in the form of working drawings and specifications. This working mechanism is a standard practice that has been implemented since the Dutch colonial period in Indonesia, as stated in the AV 41 document. This mechanism is expected to provide a “guarantee” for the creation of a good working environment during the construction process and for achieving good results in the realization of an architectural work. However, the construction process during the 1980s demonstrated phenomena that differed from those of the preceding period. First, there was a decline in the architectural skills of craftsmen; second, working drawings and specifications were often unclear and difficult for craftsmen to understand. The general problems addressed in this research concern the extent of architectural skills required in architectural design, the types of work involved, the factors contributing to the decline in architectural skills, the appropriate standards of representation and communication that architects should employ when preparing working drawings and specifications, and the extent of craftsmen’s construction knowledge possessed by architects. This thesis is a “descriptive” study that describes and addresses existing problems using a qualitative method. The activities undertaken consist of a review and a research investigation. The review includes an examination of the “construction process” and an examination of the process within the context of “architectural activity.” The review of the construction process discusses the components and documents involved in the construction process, as well as the position and role of the documents from the perspective of each component. The review of the construction process within the context of architectural activity discusses the architectural processes undertaken by each component, namely the processes of “making,” “experiencing,” and “understanding” architecture, as well as the position of documents within the scope of the “architectural process.” The research activity focuses on the thesis case objects, namely construction processes in Surabaya during the 1980s, which were examined and investigated through construction-process documents consisting of architectural working drawings and specifications. The elements examined include the methods of representing architectural instructions, material information, and construction methods as reflected in the components of working drawings, such as elevations, sections, plans, and others. These elements were examined in selected “samples” of case objects that were considered representative of construction-process documents from the 1980s. The final results obtained from the review consist of requirements that architects, as producers of working drawings and architectural specifications, need to anticipate, as well as standards for the preparation of working drawings. The final results obtained from the research consist of findings that demonstrate how architects represented instructions and information in the working drawings and specifications used in Surabaya during the 1980s. Through the results obtained from the review and research activities, it is expected that the problems identified in the study can be addressed and resolved.
