Abstract

Terminal Induk Simpang Nangka adalah terminal induk penumpang di Kabupaten Rejang Lebong. Terminal yang dibangun pada tahun 1996 ini menggantikan fungsi terminal lama Pasar Atas (terminal tipe C) yang sudah tidak layak difungsikan sebagai terminal induk. Dengan dioperasikannya Terminal Induk Simpang Nangka sejak tahun 1997, maka Terminal Pasar Atas difungsikan sebagai subterminal. Namun dalam perkembangannya sampai saat ini, Terminal Induk Simpang Nangka masih dalam keadaan sepi penumpang dan sepi kendaraan sehingga fungsi terminal tidak optimal. Tujuan penelitian ini adalah untuk mengetahui faktor-faktor apa yang menyebabkan terminal tidak dapat berfungsi optimal berdasarkan kepuasan pengguna ditinjau dari faktor teknis, ekonomis, sosial lingkungan, dan faktor kebijakan dengan menggunakan analisis tingkat kepentingan-persepsi dan analisis kuadran, untuk menentukan strategi yang lebih baik. Data sekunder diperoleh dari survei instansional mengenai fasilitas penunjang, rute angkutan, dan aksesibilitas terminal. Data primer diperoleh melalui kuesioner dengan pengambilan sampel pengguna jasa terminal sebanyak 156 responden dan sampel penentu kebijakan sebanyak 6 responden. Berdasarkan analisis tingkat kepentingan dan persepsi diketahui bahwa tingkat kepentingan untuk faktor teknis, ekonomi, sosial lingkungan, dan kebijakan lebih tinggi daripada tingkat kinerjanya. Dari hasil analisis kuadran terhadap keempat faktor tersebut didapat faktor yang memerlukan prioritas penanganan adalah faktor teknis dan faktor kebijakan. Dari hasil analisis SWOT (Strengths, Weaknesses, Opportunities, and Threats) terhadap faktor teknis, ekonomi, sosial lingkungan, dan kebijakan, didapat strategi yang disarankan yaitu strategi defensif (meminimalkan kelemahan internal dan menghindari ancaman eksternal) dengan cara memprioritaskan peningkatan dan perbaikan infrastruktur, membuka pintu masuk sebelah timur, dan meningkatkan koordinasi antar instansi terkait.

New central terminal Simpang Nangka in Rejang Lebong regency was built in 1996 to replace the old central terminal Pasar Atas. Pasar Atas terminal was originally a C terminal type but had been functioned as a central terminal. Unfortunately the new central terminal Simpang Nangka has never been properly functioned since 1997 when it was newly operated. The objectives of this present research are to identify and analyze the influential factors based on user's satisfaction (technically, economically, environmental socially and regulation factors) using the importance-performance analysis and quadrant analysis, in order to get better strategy determination. The instantional survey was carried out to get the secondary data (terminal supporting facilities, public transport routes and terminal accessibilities); the secondary data were then investigated and verified to better understand the real existing condition. The questionnaires to understand the terminal user's satisfaction were distributed to 156 respondents (drivers, passengers, kiosk tenants) in the terminal, while the regulation aspects were investigated through 6 local government officers. Based on importance-performance analysis it had been concluded that the importance level for technical factors, economical factors, environmentally social factors and legal factors were higher comparing to those of their real performance level. The quadrant analysis applied to the four above factors resulted that technical factors and legal factors were needed to be priority handled. The strategies were determined from the SWOT (Strengths, Weaknesses, Opportunities and Threats) analysis applied to the four factors. The defensive strategies (minimizing internal factors and avoiding external threats) were: infrastructure improvements, east gate terminal opening and instantional coordination.
