Abstract

Permasalahan peningkatan kinerja merupakan hal yang selalu ingin diselesaikan dalam aktivitas bisnis. Hal ini disebabkan oleh ketatnya persaingan di antara industri manufaktur sehingga peningkatan kinerja perusahaan secara berkelanjutan menjadi sangat penting. Penelitian ini diarahkan untuk memberikan kontribusi bagi PT PAL, khususnya Divisi General Engineering, yang merupakan sistem manufaktur dengan tipe OHMS (Order Handling Manufacturing System). Banyak penelitian mengenai kinerja sistem manufaktur telah dilakukan, namun sebagian besar penelitian tersebut masih terbatas pada perancangan, implementasi, atau pembaruan sistem pengukuran kinerja, sehingga rekomendasi yang diberikan masih bersifat debatable. Dalam penelitian ini, untuk meningkatkan kinerja OHMS yang memiliki karakteristik lebih kompleks, digunakan Soft Systems Methodology (SSM) yang banyak membantu manajer dalam menyelesaikan permasalahan yang beragam dan kompleks. Permasalahan tersebut sering mengalami kegagalan dalam penyelesaiannya ketika pendekatan Systems Engineering (SE) digunakan. Selain itu, penelitian ini juga menggunakan IDEF0 untuk melakukan pemetaan aktivitas. Hasil penelitian menunjukkan bahwa gambaran aktivitas menjadi lebih jelas dan penentuan indikator menjadi lebih terstruktur melalui kombinasi IDEF0. Melalui kuantifikasi Soft Systems Methodology pada tahap debating, diperoleh bahwa aktivitas A4, yaitu membuat produk, merupakan aktivitas yang paling penting dengan bobot sebesar 35,32%. Hasil dekomposisi aktivitas kritis meliputi A12: merencanakan program produksi dengan bobot 9,17%; A41: mengendalikan produksi dengan bobot 9,17%; A32: mendapatkan kapasitas produksi dengan bobot 8,72%; dan A45: mengetes rakitan akhir dengan bobot 8,72%. Selanjutnya, aspek kinerja yang perlu dicermati pada ICOM (Input, Control, Output, Mechanism) lebih banyak terdapat pada input aktivitas kritis.

Performance improvement is an ongoing concern in business activities. This is due to the intense competition among manufacturing industries, which makes continuous improvement of company performance essential. This research is intended to contribute to PT PAL, particularly the General Engineering Division, which operates a manufacturing system characterized as an OHMS (Order Handling Manufacturing System). Numerous studies have investigated the performance of manufacturing systems; however, most of these studies have been limited to the design, implementation, or renewal of performance measurement systems, resulting in recommendations that remain debatable. In this research, Soft Systems Methodology (SSM) is employed to improve the performance of OHMS, which has more complex characteristics. SSM provides substantial assistance to managers in addressing diverse and complex problems. Such problems often encounter difficulties when the Systems Engineering (SE) approach is applied. In addition, this research employs IDEF0 to map activities. The results show that the activities can be described more clearly and that the determination of performance indicators becomes more structured through the integration of IDEF0. By quantifying Soft Systems Methodology at the debating stage, activity A4, namely product manufacturing, was identified as the most important activity, with a weight of 35.32%. The decomposition of critical activities resulted in A12: planning the production program, with a weight of 9.17%; A41: controlling production, with a weight of 9.17%; A32: obtaining production capacity, with a weight of 8.72%; and A45: testing the final assembly, with a weight of 8.72%. Furthermore, the performance aspects that require greater attention within ICOM (Input, Control, Output, Mechanism) are primarily associated with the inputs of the critical activities.
