Abstract

Sejak tahun 1987, ketika The International Organization for Standardization (ISO) memperkenalkan seri ISO 9000 sebagai standar mutu, adopsi standar tersebut sebagai sistem pemastian mutu meningkat sangat pesat. Hingga akhir Desember 2002, lebih dari 561.747 perusahaan dari 159 negara telah disertifikasi berdasarkan persyaratan tersebut, mengalami peningkatan sebesar 51.131 perusahaan atau 10,02% dibandingkan dengan Desember 2001. Dari keseluruhan perusahaan yang disertifikasi, sekitar 167.210 perusahaan atau 29,77% dari perusahaan yang memperoleh sertifikat pada tahun 2002 telah disertifikasi berdasarkan persyaratan ISO 9001:2000. Di Indonesia, hingga 31 Desember 2002 telah diterbitkan sertifikat ISO 9000 kepada 1.947 perusahaan dan 308 perusahaan di antaranya telah menerima sertifikat ISO 9001:2000. Sistem Manajemen Mutu ISO 9001:2000 disusun berdasarkan Delapan Prinsip Manajemen Mutu dan memberikan penekanan pada tiga karakteristik utama, yaitu pendekatan proses, kepuasan pelanggan, dan peningkatan berkesinambungan terhadap efektivitas sistem manajemen mutu. Salah satu indikasi efektivitas sistem manajemen mutu adalah pencapaian sasaran mutu sebagai indikator kinerja penerapan Sistem Manajemen Mutu ISO 9001:2000. Dengan menggunakan metode Objective Matrix, penelitian ini dilakukan untuk menganalisis efektivitas peningkatan berkesinambungan terhadap kinerja operasional PT Bintang Jaya, Malang, selama menerapkan Sistem Manajemen Mutu ISO 9001:2000. Hasil analisis efektivitas peningkatan berkesinambungan terhadap kinerja operasional PT Bintang Jaya menunjukkan Performance Index setelah sertifikasi ISO 9001:2000 sebesar 57,49% dibandingkan dengan periode sebelum sertifikasi. Selama periode sertifikasi diperoleh Performance Index sebesar 28,51%. Dengan demikian, penerapan peningkatan berkesinambungan secara konsisten berdasarkan persyaratan ISO 9001:2000 dapat meningkatkan kinerja operasional PT Bintang Jaya, terutama jika dibandingkan dengan kondisi sebelum menerapkan sistem manajemen mutu.

By the end of December 2002, more than 561,747 companies in 159 countries had been certified against these requirements, representing an increase of 51,131 companies or 10.02% compared with December 2001. Of the total number of certified companies, approximately 167,210 companies, or 29.77% of those obtaining certificates in 2002, had been certified against the requirements of ISO 9001:2000. In Indonesia, by December 31, 2002, ISO 9000 certificates had been issued to 1,947 companies, of which 308 had received ISO 9001:2000 certification. The ISO 9001:2000 Quality Management System was developed based on the Eight Quality Management Principles and emphasizes three main characteristics: the process approach, customer satisfaction, and continual improvement of the effectiveness of the quality management system. One indication of the effectiveness of a quality management system is the achievement of quality objectives as a performance indicator of ISO 9001:2000 implementation. Using the Objective Matrix method, this research analyzes the effectiveness of continual improvement on the operational performance of PT Bintang Jaya, Malang, during the implementation of the ISO 9001:2000 Quality Management System. The analysis of continual improvement effectiveness on the operational performance of PT Bintang Jaya resulted in a Performance Index of 57.49% after ISO 9001:2000 certification compared with the period before certification. During the certification period, a Performance Index of 28.51% was obtained. Therefore, the consistent implementation of continual improvement based on ISO 9001:2000 requirements can improve the operational performance of PT Bintang Jaya, particularly when compared with the period before the implementation of the quality management system.
