Abstract

Pertumbuhan industri kendaraan bermotor di Indonesia dapat dikatakan cukup pesat. Data produksi kendaraan terus meningkat dari tahun ke tahun dengan angka rata-rata 5,4%/tahun mulai tahun 2016 hingga 2019 (BPS, 2021). Tentu hal ini juga akan mendorong industri terkait, yaitu karet ban, yang mana industri ban dunia menyerap sekitar 70–80% dari produksi karet alam dunia, sedangkan sisanya digunakan oleh industri lain seperti industri sepatu, perlengkapan rumah tangga, dan berbagai keperluan barang industri lainnya (Nofi Erni, 2006). Hal ini menjadikan industri ban di Indonesia sebagai salah satu industri yang potensial dan prioritas untuk dikembangkan, sesuai dengan kebijakan pengembangan industri Indonesia tahun 2010–2025 (Deprin, 2005).
Vulkanisasi dalam bahasa Belanda (vulkanisatie) berarti proses remanufaktur yang menggunakan karet dan belerang (sulfur) sebagai bahan dasarnya (Sitorus, 2014). Sejak ditemukan oleh Charles Goodyear pada tahun 1839, sulfur sebagai _vulcanizing agent_ berguna untuk mengikat polimer karet sehingga meningkatkan kekuatan dan ketahanan, serta mengurangi sifat lengket dan bau pada karet ban. Terdapat dua jenis sulfur yang dapat digunakan sebagai _vulcanizing agent_, yaitu _Soluble Sulphur_ dan _Insoluble Sulphur_. Penggunaan _Soluble Sulphur_ menimbulkan _bloom_, yaitu kristalisasi sulfur di permukaan karet ketika beberapa lapis karet disusun. _Bloom_ ini sangat mengganggu daya kohesi alami antar lapisan yang berdekatan sehingga mengakibatkan terbentuknya gelembung. Sementara itu, _Insoluble Sulfur_ bersifat _in-blooming_.
Komoditas impor _Insoluble Sulfur_ di Indonesia meningkat dari tahun ke tahun dikarenakan belum adanya produsen dalam negeri, sedangkan _demand_ industri, khususnya industri ban, terus meningkat. Proses pembuatan _Insoluble Sulfur_ didasarkan pada penelitian A. Belchetz dengan empat proses, yaitu proses _synthesis_, proses _separation_, proses _recycle_, dan proses _purification_. Hal ini dikarenakan pemilihan proses berdasarkan penelitian A. Belchetz lebih spesifik dalam menjelaskan setiap detail proses. Pertimbangan yang diambil berdasarkan pada media _quenching_, _recycle_, dan proses sintesis (A. Belchetz, 1947).
Pabrik _Insoluble Sulfur_ direncanakan didirikan di daerah Jawa Barat, tepatnya di Karawang. Penentuan lokasi pabrik berorientasi utama pada sumber bahan baku, yaitu sulfur padat impor, dengan lokasi yang strategis baik untuk bahan baku maupun pasar di Indonesia yang berada di sekitar daerah Jawa Barat. Faktor lainnya meliputi ketersediaan lahan, di mana daerah Karawang sudah memiliki lokasi khusus untuk kompleks industri yang telah dilengkapi dengan berbagai fasilitas penunjang, Upah Minimum Rayon (UMR) tahun 2020 sebesar Rp4.594.324, serta akses yang mudah menuju Jalan Tol Jakarta–Cikampek dan sumber air Sungai Citarum (Badan Pusat Statistik Kabupaten Karawang).
Pabrik direncanakan beroperasi secara kontinu selama 4 jam per hari selama 330 hari per tahun dengan kapasitas produksi 330 ton/tahun. Produk yang dihasilkan oleh pabrik ini adalah _Insoluble Sulfur Grade F_ sesuai dengan standar ISO 8332:2011(E). Produk ini memiliki spesifikasi total sulfur sebanyak 80%, dengan kandungan _Insoluble Sulfur_ minimal sebanyak 90% dan kandungan _stabilizer_ sebanyak 20%.
Berdasarkan analisis ekonomi, laju pengembalian modal (IRR) pabrik ini tidak dapat didefinisikan pada tingkat suku bunga sebesar 8,75% per tahun, dengan laju inflasi sebesar 1,68% per tahun. Sedangkan untuk waktu pengembalian modal (POT) tidak akan tercapai dan titik impas (BEP) sebesar -49,43% melalui metode linear. Umur pabrik direncanakan selama 10 tahun dengan masa konstruksi selama 2 tahun. Untuk memproduksi _Insoluble Sulfur_ sebanyak 330 ton/tahun, diperlukan biaya total produksi per tahun (TPC) sebesar Rp44.296.470.231 dengan biaya investasi total (TCI) sebesar Rp110.577.890.578. Berdasarkan aspek penilaian analisis ekonomi dan teknis, maka pabrik _Insoluble Sulfur_ dengan kapasitas 1 ton/hari dinyatakan tidak layak untuk didirikan.

The growth of the motor vehicle industry in Indonesia can be considered quite rapid. Vehicle production data have continued to increase from year to year, with an average growth rate of 5.4% per year from 2016 to 2019 (BPS, 2021). This growth will also encourage related industries, particularly the tire industry, in which the global tire industry absorbs approximately 70–80% of the world's natural rubber production, while the remainder is used by other industries such as footwear, household equipment, and other industrial goods (Nofi Erni, 2006). This makes the tire industry in Indonesia one of the potential and priority industries for development, in accordance with Indonesia's industrial development policy for 2010–2025 (Deprin, 2005).
Vulcanization, known as _vulkanisatie_ in Dutch, is a process that uses rubber and sulfur as the basic materials for producing vulcanized rubber products (Sitorus, 2014). Since its discovery by Charles Goodyear in 1839, sulfur has been used as a _vulcanizing agent_ to bind rubber polymers, thereby increasing the strength and durability of rubber while reducing its stickiness and odor. There are two types of sulfur that can be used as _vulcanizing agents_, namely _Soluble Sulfur_ and _Insoluble Sulfur_. The use of _Soluble Sulfur_ can cause _bloom_, which is the crystallization of sulfur on the rubber surface when several layers of rubber are assembled. This _bloom_ significantly disrupts the natural cohesion between adjacent layers, resulting in the formation of bubbles. Meanwhile, _Insoluble Sulfur_ has non-blooming properties.
The import of _Insoluble Sulfur_ into Indonesia has increased from year to year due to the absence of domestic producers, while industrial demand, particularly from the tire industry, continues to increase. The production process of _Insoluble Sulfur_ is based on the research of A. Belchetz, consisting of four processes, namely the synthesis process, separation process, recycle process, and purification process. The process developed by A. Belchetz was selected because it provides a more specific explanation of each stage of the process. The considerations include the quenching medium, recycle process, and synthesis process (A. Belchetz, 1947).
The _Insoluble Sulfur_ plant is planned to be established in West Java, specifically in Karawang. The determination of the plant location is primarily oriented toward the source of raw materials, namely imported solid sulfur, with a strategic location for both raw material supply and markets in the West Java region. Other factors include land availability, as the Karawang area already has a designated industrial complex equipped with various supporting facilities, a 2020 Regional Minimum Wage (UMR) of IDR 4,594,324, as well as easy access to the Jakarta–Cikampek Toll Road and the Citarum River as a water source (Central Bureau of Statistics of Karawang Regency).
The plant is planned to operate continuously for 4 hours per day for 330 days per year, with a production capacity of 330 tons/year. The product produced by this plant is _Insoluble Sulfur Grade F_, in accordance with the ISO 8332:2011(E) standard. This product has a total sulfur specification of 80%, with a minimum _Insoluble Sulfur_ content of 90% and a stabilizer content of 20%.
Based on the economic analysis, the Internal Rate of Return (IRR) of this plant cannot be determined at an interest rate of 8.75% per year, with an inflation rate of 1.68% per year. Meanwhile, the Pay Out Time (POT) cannot be achieved, and the Break-Even Point (BEP) is -49.43% based on the linear method. The plant is designed to have a lifetime of 10 years, with a construction period of 2 years. To produce 330 tons/year of _Insoluble Sulfur_, the required total production cost per year (TPC) is IDR 44,296,470,231, with a total investment cost (TCI) of IDR 110,577,890,578. Based on the economic and technical analysis, the _Insoluble Sulfur_ plant with a capacity of 1 ton/day is not feasible to establish.
