Abstract
Penentuan alokasi pada model campuran Scheffe dua arah secara umum, terdapat dua syarat, yaitu: ∑(i=1)^I m*_ij = c, j = 1,2,...,J, Var(b*j) = 0 dan ∑(i=1)^I e*_ijk = 0, j = 1,2,...,J, k = 1,2,...,K jika e*_jk = (e*_1jk, e*_2jk, ..., e*_Ijk)ᵀ maka e*_jk ~ N_I(0, Σ_e*).

In general, the two way Scheffe mixed model with replication and without observation constraints is: y_ijk = m_ij + e_ijk, i = 1,2,...,I, j = 1,2,...,J, k = 1,2,...,K, is a random error which is independent and of distribution N(0, σ_e²). While the allocation of Scheffe mixed model is Scheffe y*_ijk = m*_ij + e*_ijk, where e*ijk is a random error which is independent on j = 1,2,...,J dan k = 1,2,...,K. The determination of the allocation in the two way Scheffe mixed model, in general, has two conditions, that is: ∑(i=1)^I m*_ij = c, j = 1,2,...,J, Var(b*j) = 0 dan ∑(i=1)^I e*_ijk = 0, j = 1,2,...,J, k = 1,2,...,K and e*_jk = (e*_1jk, e*_2jk, ..., e*_Ijk)ᵀ then e*_jk ~ N_I(0, Σ_e*). This research aimed to determine the parameter estimator, the mean square expectation value, and the statistical test for the allocation of the two way Scheffe mixed model without replication and with replication, and also to identify the factors affecting the time spent by the lecturers in doing their activities at the Faculty of Mathematics and Natural Science, Universitas Negeri Makassar by using the Scheffe mixed model with allocated observation. Parameter estimator for the allocation of the two way Scheffe mixed model without replication was an unbiased estimator, and the mean square expectation value of each factor was obtained which could be used to determine the statistical test for finding whether the influence of factors were equal. Parameter estimator for the allocation of the two way Scheffe mixed model with replication was an unbiased estimator, and the mean square expectation value of each factor and its interaction was obtained which could be used to determine the statistical test for finding whether the influence of factors were equaL The influence of the activities was very obvious, which meant that there was, at least, one activity (academic, research, or administrative one) which affected the amount of time spent by the lecturers in doing their activities within the faculty of MIP A. It was found that the influential activity was the academic one. The influence of the interaction factors was also very obvious, which meant that there was, at least, one factor of interaction between activities and the departments affecting the amount of time spent in doing the activities within the faculty of MIP A. The amount of time spent in conducting academic, research, and administrative activities at mathematics department was different from the amount of time allotted for doing the same activities at physics and biology departments; however, there was no difference between the amount oftime spent in implementing academic, research, and administrative activities at physics department and biology department.
