Abstract
Berdasarkan data jumlah dan laju pertumbuhan penduduk dari tahun 1960 hingga 2020, jumlah penduduk terus meningkat. Hal ini dibuktikan dengan data Badan Pusat Statistik (BPS) yang mencatat bahwa setiap sepuluh tahun, penduduk Indonesia meningkat hingga September 2020 sebanyak 270,20 juta jiwa sejak tahun 1961. Penambahan penduduk tahun 2020 dibandingkan dengan tahun 2010 memperlihatkan penambahan jumlah penduduk sebanyak 32,56 juta jiwa atau rata-rata sebanyak 3,26 juta setiap tahun. Laju pertumbuhan penduduk Indonesia sebesar 1,25% per tahun dalam kurun waktu sepuluh tahun terakhir (2010–2020). Bioetanol merupakan bahan campuran untuk bahan bakar gasoline (premium dan pertamax) yang diproyeksikan pada seluruh skenario dengan persentase pencampuran mengikuti mandatory. Bioetanol generasi pertama (G1) memanfaatkan bahan baku pangan, seperti gula tebu, gula beet, molase gula tebu, dan beet, atau pati dari ubi kayu, jagung, sorgum, gandum, barley, ataupun dari umbi-umbian lainnya.
Pembuatan bioetanol G1 skala kecil dilakukan di banyak laboratorium penelitian dengan bahan baku, selain dari ubi kayu dan jagung, antara lain dari pati talas atau garut. Generasi kedua bioetanol (G2) menggunakan bahan baku yang tidak dapat dikonsumsi sehingga tidak akan bersaing dengan kebutuhan pangan dan umumnya diproduksi dari komponen biomassa seperti lignin, selulosa, dan hemiselulosa, sehingga sering disebut etanol selulosa. Bioetanol generasi ketiga (G3) menggunakan mikroorganisme akuatik yang tidak dapat dikonsumsi, yakni alga, baik mikro maupun makro, sehingga sering disebut etanol alga. Dan terakhir adalah bioetanol generasi keempat (G4) yang dihasilkan melalui biomassa yang telah mengalami modifikasi genetika (GMO), di mana di dalam matriks biomassa terdapat enzim yang akan membantu penghancuran matriks biomassa itu sendiri (autohydrolysis) dalam proses pre-treatment.
Bahan baku dari generasi kedua yang digunakan adalah tandan kosong kelapa sawit (TKKS), yang merupakan salah satu limbah padat yang dihasilkan dari pabrik CPO yang jumlahnya mencapai 95,56% dari jumlah CPO yang diproduksi. Berdasarkan Data Statistik Perkebunan Indonesia melalui Direktorat Jenderal Perkebunan diketahui bahwa produksi CPO di Indonesia akan semakin meningkat tiap tahunnya sehingga jumlah limbah TKKS juga akan sangat melimpah dan belum dimanfaatkan secara maksimal. Upaya pemerintah dalam mendukung kebijakan ekonomi makro, mengurangi impor bahan bakar minyak (BBM), dan menghemat devisa negara, perlu mempercepat peningkatan pemanfaatan Bahan Bakar Nabati (Biofuel) dalam Peraturan Menteri Energi dan Sumber Daya Mineral Nomor 32 Tahun 2008 tentang Penyediaan, Pemanfaatan, dan Tata Niaga Bahan Bakar Nabati (Biofuel) sebagai bahan bakar lain (alternatif). Dalam peraturan tersebut ditetapkan kewajiban minimal pemanfaatan bahan bakar nabati seperti biodiesel, bioetanol, dan minyak nabati murni sebagai campuran bahan bakar minyak (BBM) yang meliputi sektor rumah tangga, transportasi PSO, transportasi non-PSO, industri, dan komersial serta pembangkit listrik sebanyak 20% terhadap kebutuhan total pada tahun 2025. Sehingga, dapat disimpulkan bahwa konsumsi bioetanol akan meningkat pada tahun 2025.
Berdasarkan data dari Indonesia Biofuel Annual Report 2021, seiring dengan perkembangan waktu, pada tahun 2025 kebutuhan bioetanol semakin meningkat sekitar 517.000.000 L per tahun, sedangkan pabrik bioetanol yang ada di Indonesia saat ini hanya menghasilkan bioetanol sekitar 200.000.000 L per tahun. Harapannya, pendirian pabrik bioetanol ini akan memberikan dampak yang baik dan membantu memenuhi kebutuhan konsumsi bioetanol di Indonesia. Diharapkan pabrik bioetanol ini dapat memenuhi kebutuhan etanol Indonesia sebesar 48,094%, sehingga direncanakan pabrik ini beroperasi dengan kapasitas produksi 30.000 KL/tahun dengan asumsi 330 hari produksi. Kapasitas yang didapatkan per tahunnya sebesar 62.377.769 L per tahun. Di mana diperkirakan bioetanol merupakan campuran sebagai upaya mengurangi ketergantungan impor BBM pada tahun 2025 dan meningkatkan penggunaan bioetanol sebagai campuran BBM.
Pabrik bioetanol dari Tandan Kosong Kelapa Sawit prosesnya dibagi menjadi tiga unit secara garis besar dari keseluruhan proses, yaitu unit pertama ialah pre-treatment yang berfungsi untuk mereduksi ukuran bahan baku dan mendegradasi lignin agar terpisah dari holoselulosa. Pada proses ini digunakan pre-treatment alkali menggunakan NaOH 2%. Kemudian unit kedua ialah fermentasi, yaitu sebagai langkah penentu produksi bioetanol setelah melalui proses pre-treatment. Fermentasi dilakukan dengan metode SSCF yang dikenal sebagai hidrolisis dan fermentasi secara simultan pada tangki menggunakan co-fermentor, yaitu _Saccharomyces cerevisiae_ dan _Scheffersomyces stipites_, dan menghasilkan bioetanol dengan kemurnian sebesar 19,5%. Selanjutnya, untuk unit ketiga adalah proses separasi, untuk memisahkan bioetanol dari beberapa komponen agar menjadi etanol fuel grade dan sesuai dengan standar SNI yang telah ditetapkan. Pada unit ini campuran bioetanol dari unit fermentasi akan dinetralisasi menggunakan NH₄OH, kemudian dipisahkan dari padatan-padatan menggunakan Rotary Vacuum Filter dan masuk kolom distilasi untuk memurnikan kandungan bioetanol. Bioetanol keluar kolom distilasi dengan kemurnian 93%, kemudian akan didehidrasi menggunakan molecular sieve untuk mencapai kemurnian fuel grade sebesar 99,6% volume.
Pabrik bioetanol dari TKKS ini didirikan di Kawasan Industri Dumai, Riau. Yang menjadi pertimbangan penentuannya adalah ketersediaan bahan baku yang amat melimpah di daerah tersebut (luas lahan kelapa sawit terluas di Riau dan terdapat banyak pabrik CPO), ketersediaan air melimpah, sumber energi listrik cukup memadai, jumlah tenaga kerja pada usia kerja memenuhi, dan dilandaskan hukum serta topologi daerah yang memadai jika dibangun pabrik di daerah tersebut.
Sumber dana investasi berasal dari modal sendiri sebesar 60% biaya investasi dan pinjaman jangka pendek sebesar 40% biaya investasi dengan bunga sebesar 8,2% per tahun. Dari analisis perhitungan ekonomi didapat hasil-hasil sebagai berikut:

Jika dilihat secara keseluruhan, rata-rata %IRR, BEP, dan POT masih menunjukkan bahwa pabrik Bioetanol dari Tandan Kosong Kelapa Sawit ini layak untuk didirikan.

Based on data on population size and growth rates from 1960 to 2020, the population has continued to increase. This is evidenced by data from the Central Statistics Agency (BPS), which recorded that Indonesia's population reached 270.20 million people in September 2020, an increase from 1961. The increase in population in 2020 compared to 2010 was 32.56 million people, or an average increase of 3.26 million people per year. Indonesia's population growth rate was 1.25% per year over the ten-year period from 2010 to 2020. Bioethanol is used as a blending component for gasoline (Premium and Pertamax), with the blending percentage projected according to the applicable mandatory requirements. First-generation bioethanol (G1) utilizes food-based raw materials, such as cane sugar, beet sugar, sugarcane molasses, and beet molasses, as well as starch from cassava, corn, sorghum, wheat, barley, or other tubers.
The production of small-scale G1 bioethanol is carried out in many research laboratories using raw materials other than cassava and corn, including taro or arrowroot starch. Second-generation bioethanol (G2) uses non-edible raw materials, thereby avoiding competition with food needs, and is generally produced from biomass components such as lignin, cellulose, and hemicellulose; therefore, it is often referred to as cellulosic ethanol. Third-generation bioethanol (G3) uses non-edible aquatic microorganisms, namely algae, both microalgae and macroalgae, and is therefore often referred to as algal ethanol. Finally, fourth-generation bioethanol (G4) is produced from genetically modified biomass (GMO), in which enzymes within the biomass matrix help break down the biomass matrix itself (autohydrolysis) during the pre-treatment process.
The raw material used for second-generation bioethanol is oil palm empty fruit bunches (OPEFB/TKKS), which are one of the solid wastes generated by CPO factories and account for 95.56% of the amount of CPO produced. Based on Indonesian Plantation Statistics data from the Directorate General of Plantations, CPO production in Indonesia is expected to increase every year, resulting in an abundant amount of OPEFB waste that has not yet been utilized optimally. Government efforts to support macroeconomic policies, reduce fuel oil (BBM) imports, and save foreign exchange require the acceleration of biofuel utilization through Regulation of the Minister of Energy and Mineral Resources Number 32 of 2008 concerning the Provision, Utilization, and Trading of Biofuels as Alternative Fuels. The regulation stipulates minimum requirements for the utilization of biofuels, such as biodiesel, bioethanol, and pure vegetable oil, as fuel blends for household use, PSO transportation, non-PSO transportation, industry, commercial activities, and power generation, reaching 20% of total demand in 2025. Thus, bioethanol consumption is expected to increase in 2025.
Based on data from the Indonesia Biofuel Annual Report 2021, bioethanol demand is expected to increase to approximately 517,000,000 L per year in 2025, while existing bioethanol plants in Indonesia currently produce only around 200,000,000 L per year. The establishment of this bioethanol plant is expected to contribute positively and help meet the demand for bioethanol consumption in Indonesia. It is expected that this bioethanol plant can fulfill 48.094% of Indonesia's ethanol demand. Therefore, the plant is planned to operate with a production capacity of 30,000 KL/year, assuming 330 production days per year. The resulting annual production capacity is 62,377,769 L per year. Bioethanol is expected to be used as a fuel blend to reduce dependence on imported fuel in 2025 and increase the utilization of bioethanol as a fuel blending component.
The bioethanol plant using oil palm empty fruit bunches consists of three main process units. The first unit is the pre-treatment unit, which functions to reduce the particle size of the raw material and degrade lignin to separate it from holocellulose. In this process, alkaline pre-treatment using 2% NaOH is applied. The second unit is the fermentation unit, which is a key step in bioethanol production following the pre-treatment process. Fermentation is carried out using the SSCF method, which combines simultaneous saccharification and fermentation in a tank using a co-fermentor, namely _Saccharomyces cerevisiae_ and _Scheffersomyces stipites_, producing bioethanol with a purity of 19.5%. The third unit is the separation process, which separates bioethanol from other components to produce fuel-grade ethanol in accordance with the established SNI standards. In this unit, the bioethanol mixture from the fermentation unit is neutralized using NH4OH and then separated from solids using a Rotary Vacuum Filter before entering a distillation column to purify the bioethanol. The bioethanol exits the distillation column with a purity of 93% and is subsequently dehydrated using a molecular sieve to achieve a fuel-grade purity of 99.6% by volume.
This bioethanol plant using OPEFB is planned to be established in the Dumai Industrial Estate, Riau. The location was selected based on several considerations, including the availability of abundant raw materials in the area, as Riau has the largest oil palm plantation area and numerous CPO factories; the availability of sufficient water resources; adequate electricity supply; sufficient availability of workers of working age; and legal and regional topographical considerations that support the construction of the plant in the area.
The investment funds are assumed to consist of 60% equity and 40% short-term loans, with an interest rate of 8.2% per year. Based on the economic analysis, the following results were obtained:

Overall, the economic analysis results, including IRR, BEP, and POT, indicate that the bioethanol plant using oil palm empty fruit bunches is economically feasible to establish.
