Abstract

Lembaga Pengembangan Teknologi Sistem Informasi (LPTSI) merupakan salah satu lembaga yang bertanggung jawab untuk menyelenggarakan pelayanan Teknologi Sistem Informasi (TSI) di Institut Teknologi Sepuluh Nopember Surabaya. Salah satu pelayanan TSI yang diberikan oleh LPTSI adalah layanan pengembangan Sistem Informasi Manajemen (SIM). Selama ini, LPTSI mengalami kesulitan dalam mengelola permintaan pengembangan SIM. Hal ini dikarenakan belum ada prosedur yang baku dan belum ada dokumentasi untuk setiap aktivitas pengembangan SIM. Selain itu, permintaan yang masuk tidak sebanding dengan jumlah sumber daya manusia yang ada di LPTSI. Oleh karena itu, diperlukan tata kelola pengembangan SIM berupa Standard Operating Procedure (SOP) untuk mengelola aktivitas pengembangan SIM agar dapat mempermudah aktivitas yang dilakukan. Dalam penyusunan SOP, penelitian ini menggunakan metode analisis kesenjangan yang digunakan untuk mengetahui kesenjangan antara kondisi kekinian dan kondisi ideal. Kondisi kekinian didapatkan dari hasil wawancara dan observasi, sedangkan untuk kondisi ideal disesuaikan dengan metodologi siklus pengembangan hidup sistem atau System Development Life Cycle (SDLC), kerangka kerja COBIT 5 pada domain BAI03, proses 3, serta ITIL v3 pada proses manajemen perubahan. Produk akhir yang dihasilkan dari tugas akhir ini adalah sebuah dokumen Standard Operating Procedure (SOP) pengembangan SIM yang terdiri dari 5 prosedur, yaitu: SOP Perencanaan SIM Baru, SOP Analisis SIM Baru, SOP Desain SIM Baru, SOP Implementasi SIM Baru dan SOP Penambahan Modul SIM yang divalidasi dengan menggunakan metode wawancara dan juga dilakukan simulasi pengujian SOP untuk mengetahui benar atau salahnya SOP sebelum diimplementasikan.

Lembaga Pengembangan Teknologi Sistem Informasi (LPTSI) is a part of Institut Teknologi Sepuluh Nopember Surabaya that are responsible for the service of Information Technology Systems. One of the services provided by LPTSI is a development Management Information System (MIS). During this time, LPTSI have difficulty in managing demand for the development of MIS. This is because there is no standard procedure and there is no documentation for each development of MIS activities. In addition, the incoming request is not proportional to the amount of human resources in LPTSI. Therefore, it is necessary a MIS development governance in the form of Standard Operating Procedure (SOP) for managing development activities in order to support the activities undertaken. In the preparation of SOP, this study uses the gap analysis method that used to determine the gap between the existing condition and ideal conditions. Existing condition is obtained from interviews and observations, while for ideal conditions adapted to the development of the system life cycle methodology or the System Development Life Cycle (SDLC), COBIT 5 framework on BAI03 domain, process 3, and ITIL v3 that focused on change management process. The final product of this study is a document Standard Operating Procedure (SOP) development of MIS consists of making a new MIS and addition modules on MIS with COBIT 5 and ITIL v3. The SOP document is verified by interviews with internal parties LPTSI and validated by performing simulations testing to determine the truth or falsity of the SOP before being implemented.
