Abstract
Saat ini Indonesia dihadapkan dengan masalah _baby boom_ tahap kedua yang mengancam masalah kependudukan. Beberapa indikator demografi membenarkan perkiraan para ahli tersebut, antara lain menurunnya keinginan mempunyai keluarga kecil, menurunnya penggunaan alat kontrasepsi, menurunnya sumber pelayanan Keluarga Berencana (KB) pemerintah, tingginya laju pertumbuhan penduduk di beberapa provinsi, dan pergeseran struktur angka kelahiran menurut umur wanita ke umur yang lebih muda di beberapa provinsi. Pembatasan jumlah anggota keluarga dengan program "Dua Anak Cukup" ternyata mulai ditinggalkan, apalagi setelah kebijakan program KB dilimpahkan ke pemerintah daerah sejalan dengan semangat otonomi daerah. Gagalnya program tersebut pada seorang ibu dapat dilihat dengan kelahiran anak ketiga, sehingga jarak kelahiran antara anak kedua dan ketiga dapat dijadikan objek penelitian evaluasi program "Dua Anak Cukup". Data jarak kelahiran anak kedua dan ketiga mengandung data tersensor, di mana seorang ibu pada saat pendataan belum memiliki anak ketiga, tetapi ada kemungkinan melahirkan anak ketiga setelah periode pendataan selesai. Untuk menangani data tersensor maka digunakan analisis survival, di mana memperhitungkan kemungkinan terjadinya kelahiran anak ketiga pada data tersensor. Dalam penelitian ini, jarak kelahiran anak kedua dan ketiga dihubungkan dengan faktor-faktor yang mempengaruhinya, baik dari sisi sosial, ekonomi, fungsi keluarga, dan intervensi pemerintah, sehingga dimodelkan dengan Model Proporsional Hazard.
Indonesia terdiri dari 33 provinsi dengan karakteristik masing-masing, baik dari sosial ekonomi, budaya, maupun demografi kewilayahannya, yang tidak menutup kemungkinan antarprovinsi terdapat perbedaan dan persamaan. Menangani masalah dengan menyikapi perbedaan dan persamaan antarprovinsi tentu membutuhkan perlakuan berbeda. Pembentukan _cluster_ pada provinsi-provinsi yang lebih homogen berdasarkan karakteristik sosial ekonomi, budaya, fungsi keluarga, dan intervensi pemerintah dilakukan untuk memperkecil variabilitas. Metode _clustering_ yang digunakan adalah _Two-Step Cluster Analysis_. Pendekatan Bayesian dengan simulasi numerik _Markov Chain Monte Carlo_ (MCMC) akan mempermudah estimasi parameter dalam model hazard proporsional.
Hasil yang diperoleh adalah terbentuk 4 _cluster_, di mana umur ibu pada saat melahirkan anak kedua berpengaruh terhadap jarak kelahiran anak kedua dan ketiga di semua _cluster_. Beberapa faktor lain mempunyai pengaruh yang berbeda pada setiap _cluster_, seperti akses ke media informasi, agama, dan lain-lain.

Nowadays, Indonesia is facing the problem of baby boom phase two, which becomes a threat to the population. Several demographic indicators justify the experts' prediction. These are the lack of intention to have a small family size, the decrease in contraceptive use, fewer sources of government family planning services, an increase in population growth in several provinces, and a shift in the fertility rate by female age toward younger females in several provinces. Limiting the number of family members using the "Two Children Are Enough" program has started to be abandoned, especially after this program was delegated to local governments as a result of regional autonomy. The failure of this program for a mother can be seen from the presence of a third child; thus, the birth interval between the second and third child can be used as an object of research to evaluate the family planning program.
The birth interval from the second to the third child contains censored data, in which a mother does not have a third child yet, but there is a possibility that she will give birth to a third child after the data collection period has ended. Survival analysis can handle censored data by calculating the risk of a third birth among censored data. In this research, the birth interval from the second to the third child is influenced by factors from the social, economic, family function, and government intervention aspects and is modeled using the Proportional Hazard Model.
Indonesia consists of 33 provinces with different characteristics in terms of social, economic, cultural, and demographic aspects, with possible similarities among provinces. To handle the differences and similarities between provinces, different treatments are required. Clustering provinces into more homogeneous groups based on social, economic, family function, and government intervention characteristics can reduce variability. The Two-Step Cluster Analysis is used for grouping. The Bayesian approach with MCMC numerical simulation would make parameter estimation easier to perform in the proportional hazard model.
As a result, four clusters of provinces were formed, in which the mother's age when she delivered the second child influenced the birth interval from the second to the third child in all clusters. Several other factors had different effects in each cluster, such as access to mass media, religion, and residence.
