Abstract

Solid waste separation and recycling could be an alternative for solid waste reduction. This research examines the feasibility of the technical, social, and institutional aspects of solid waste separation and recycling.

Sampling of solid waste generation and composition, observation of TPS conditions, and interviews with the local community using questionnaires were conducted at 6 Temporary Solid Waste Disposal (TPS) locations in Tandes District. The analysis consisted of technical aspects (land availability and the percentage of solid waste that could be separated and recycled using Open Windrow Composting, In-Vessel Composting with a reactor type of Unmixed Vertical Plug Flow Reactor, and land expansion), social aspects (community perceptions of the preferred solid waste separation and recycling methods), and institutional aspects (the parties responsible for solid waste separation and recycling management).

The results of the technical aspect showed that the TPS locations in Tandes District would be feasible for solid waste separation and recycling for the next 5 years. The preferred solid waste separation and recycling program was solid waste separation and composting at TPS (66.3%) in the service areas of Balongsari, Karangpoh, Manukan Kulon, Manukan Wetan, and Tubanan. The preferred management was management by the community (40.4%) and the government (25.8%). The parties that played the most important roles were the community and the government, with emphasis on the social aspect through improving community understanding.
