Abstract

Badung Regency is the most developed regency in Bali. Owing to the regency's development, farming areas in some subdistricts have been converted into built-up areas in response to public demand. The government makes serious efforts to protect agricultural land and reduce the rate of land-use change by providing several types of agricultural incentives. These include annual funds from the provincial and regency governments, land tax subsidies, fertilizer cost subsidies, seed cost subsidies, and operational funding for irrigation networks. However, changes in land use are still occurring in this regency. Therefore, it is necessary to analyze the influence of agricultural incentives on farm owners' preferences regarding land-use changes in this area. In the initial phase, villages with above-average rates of land-use change are identified as sampling locations. Next, farming operational costs are identified and used as a parameter for determining the nominal value of incentives offered to respondents in the questionnaire. After the questionnaire results are recapitulated, an analysis is conducted using the Probit method. The results are expressed as the probability of landowners preferring to sell their farmland, ranging from 0 to 1. To achieve a rate of more than 50% of landowners deciding not to sell their farmland, the composition of the nominal incentives currently provided to farmers needs to be adjusted.
