Abstract

Di Kawasan Pusat Kota Jember, keberadaan PKL dinilai telah menyebabkan keruwetan dan berdampak pada perusakan keindahan tata kota. Upaya penataan yang telah dilakukan oleh Pemerintah Kabupaten Jember sejauh ini belum berhasil menyelesaikan permasalahan PKL di Kawasan Pusat Kota Jember. Hal ini dikarenakan kurang terakomodasinya kebutuhan dari PKL di dalam konsep penataan tersebut. Sehingga diperlukan adanya perumusan dalam bentuk upaya penataan kawasan PKL berdasarkan preferensi pedagang (PKL) di Kawasan Pusat Kota Jember. Metode analisis yang digunakan untuk mengidentifikasi karakteristik PKL adalah analisis statistik deskriptif menggunakan analisis frequency, sehingga diperoleh gambaran mengenai karakteristik PKL di Kawasan Pusat Kota Jember. Hasil dari karakteristik PKL dapat digunakan sebagai input untuk merumuskan tipologi PKL, dimana perumusan tipologi PKL dilakukan dengan teknik crosstabulation sehingga terbentuk tipe karakteristik dari setiap tipologi PKL di Kawasan Pusat Kota Jember. Untuk mengidentifikasi preferensi pedagang terhadap penataan kawasan PKL dilakukan dengan teknik analisis probit. Perumusan upaya penataan kawasan PKL dilakukan dengan analisis triangulasi yang didasari oleh hasil analisis berupa tipologi PKL beserta preferensinya terhadap penataan kawasan PKL, fakta empiris mengenai PKL, serta kajian pustaka mengenai penataan kawasan PKL. Secara garis besar, upaya penataan kawasan PKL di kawasan pusat kota Jember terdiri dari penetapan luas/kebutuhan ruang yang sesuai dengan kebutuhan pedagang, penetapan aktivitas kegiatan PKL tidak jauh dari aktivitas utama kawasan, pembatasan jam operasi atau waktu berjualan, penyediaan fasilitas sanitasi yang baik dan fasilitas lain penunjang kesehatan di lingkungan sekitar PKL, penyediaan fasilitas penyimpanan tempat dagangan di sekitar lokasi PKL, penyediaan fasilitas penerangan yang digunakan bagi PKL, biaya sewa tempat bagi PKL yang menggunakan sarana berupa bangunan permanen, dan pemberlakuan disinsentif bagi PKL yang memiliki luas usaha lebih dari 6 m² untuk mencegah pengembangan usaha.

In the Center Area of Jember, the existence of street vendors (PKL) is considered to cause disorder and negatively affect the aesthetic quality of the city. The arrangement efforts that have been carried out by the Jember Regency Government so far have not succeeded in resolving the problems of PKL in the Center Area of Jember because the needs of the vendors have not been adequately accommodated in the arrangement concept. Therefore, it is necessary to formulate efforts for arranging the PKL area based on the preferences of vendors (PKL) in the Center Area of Jember. The analytical method used to identify the characteristics of PKL is descriptive statistical analysis using frequency analysis, resulting in an overview of the characteristics of PKL in the Center Area of Jember. The results of the PKL characteristics are used as input to formulate the typology of PKL, in which the formulation of PKL typology is conducted using a crosstabulation technique to identify the characteristic types of each PKL typology in the Center Area of Jember. To identify vendors' preferences regarding the arrangement of the PKL area, a probit analysis technique is used. The formulation of PKL area arrangement efforts is conducted using triangulation analysis based on the results of the analysis in the form of PKL typology and their preferences regarding PKL area arrangement, empirical facts about PKL, and a literature review related to PKL area arrangement. Generally, the efforts to arrange the PKL area in the Center Area of Jember consist of determining the appropriate area/space requirements according to vendors' needs, determining PKL activities that are located close to the main activities of the area, limiting operating hours or selling times, providing adequate sanitation facilities and other health-supporting facilities in the environment surrounding PKL, providing storage facilities for vendors' merchandise near the PKL locations, providing lighting facilities for PKL, determining rental costs for PKL using permanent buildings, and implementing disincentives for PKL with business areas larger than 6 m² to prevent business expansion.
