Abstract

Kota-kota besar di Indonesia memiliki masalah yang hampir sama di bidang transportasi, yaitu masalah kemacetan. Demikian pula dengan Jalan Ahmad Yani di Surabaya. Diperlukan suatu solusi yang tepat untuk mengatasi masalah kemacetan tersebut. Solusi yang digunakan untuk mengatasi kemacetan pada Jalan Ahmad Yani adalah pembangunan frontage road di sisi timur dan barat. Untuk tahap pertama ini yang dibangun adalah sisi sebelah timur. Dengan melihat dari segi lalu lintas maka akan dapat diketahui bagaimana pengaruh adanya frontage road terhadap kemacetan. Pada segi lalu lintas digunakan sebagai dasar adalah MKJI dimana akan dilakukan perbandingan derajat kejenuhan kondisi eksisting dan kondisi rencana. Secara ekonomi, biaya yang diperhitungkan adalah biaya operasional kendaraan (BOK) dan nilai waktu. Perhitungan BOK menggunakan perumusan PCI sedangkan nilai waktu menggunakan perumusan dari Jasa Marga. Akan dicari penghematan BOK dan nilai waktu antara kondisi eksisting dan kondisi rencana dengan NPV dan BCR. Analisa dilakukan selama 5 tahun mulai tahun 2012. Dengan kondisi eksisting, Jalan Ahmad Yani memiliki nilai DS>1. Dengan adanya frontage road nilai DS berada dalam kisaran 0,6-0,8 dan pada tahun 2017 pada kisaran 0,75-1. Sedangkan dalam segi ekonomi jalan raya, besarnya penghematan mencapai Rp 319.862.359.312,27 dan BCR=2,596. Dapat disimpulkan bahwa frontage road ini sangat bermanfaat bagi pengguna jalan.

Almost big cities in Indonesia have the same problem about transportation. The problem is about traffic jam. It also happens on Ahmad Yani Street Surabaya. For this problem, frontage road on the left and right side is implemented as the solution to solve the problem of traffic jam in Ahmad Yani Street. The first step is the construction on the east side of the street. From the traffic aspect, it will be known the influence of frontage road against the traffic jam. MKJI is used as the base of the traffic aspect by comparing the degree of surfeit between the conditions of existing and planed. From the economics side, Vehicle Operational Cost (VOC) and time value is taken as consideration. The computation of VOC uses PCI formula and time value uses Jasa Marga formula. Next, the economization of VOC and time value between the condition of existing and plan will be gotten by using NPV and BCR. The analysis will be conducted for five years from 2012. By the existing condition, Ahmad Yani street has the value of DS>1. While the existence of frontage, the value of DS shows the rate between 0,6 – 0,8 and by the year of 2017 the value shows the rate between 0,75 – 1. On the other hand, from the aspect of highway economics, the economization reaches Rp 319.862.359.312,27 and BCR=2,596. As the conclusion, the frontage road is very useful for road users.
