Abstract

Jaringan Jalan Propinsi yang melalui Kota Madiun memiliki peranan yang sangat penting sebagai penghubung antar kabupaten-kabupaten di Propinsi Jawa Timur dan Propinsi Jawa Tengah. Jalan tersebut berfungsi sebagai pendukung aktivitas pertumbuhan ekonomi regional. Sehubungan dengan itu, maka Pemerintah Kota Madiun telah merencanakan jalan lingkar baru disisi timur (Jalan Lingkar Timur Kota Madiun). Tugas Akhir ini akan menganalisa kelayakan pembangunan jalan Lingkar Timur Kota Madiun ditinjau dari segi teknik lalu lintas dan ekonomi transportasi. Analisa yang akan dihitung antara lain analisa tingkat kinerja jalan berupa nilai Derajat Kejenuhan (DS), analisa perhitungan penghematan Biaya Operasional Kendaraan, analisa perhitungan Benefit Cost Ratio dan analisa perhitungan Net Present Value. Dengan adanya rencana pembangunan jalan Lingkar Timur Kota Madiun, hasil perhitungan analisa lalu lintas pada jalan eksisting yaitu Jalan Kota Madiun (sebelum pembukaan jalan lingkar) pada tahun 2008, didapatkan nilai derajat kejenuhan (DS) sebesar 0,453 dan pada umur rencana 20 tahun yang akan datang yaitu pada tahun 2030 didapatkan nilai DS sebesar 0,759. Sehingga kelayakan pembangunan Jalan Lingkar Timur Kota Madiun, ditinjau dari segi teknik lalu lintas, jalan tersebut belum layak dibangun dikarenakan jalan eksisting pada tahun 2030 belum begitu mengalami kejenuhan. Sedangkan dari hasil analisa ekonomi dengan penghematan BOK sebesar Rp. 85.072.770.503,48,- didapatkan nilai Benefit Cost Ratio sebesar 0,16 (BCR < 1) dan Nilai Net Present Value sebesar Rp. - 150.327.911.013,86,- (NPV<0) . Sehingga kelayakan pembangunan Jalan Lingkar Timur Kota Madiun ditinjau dari segi ekonomi transportasi, jalan tersebut tidak layak dibangun.

Provincial Road Network which is passing Madiun City has a very important role as a connector between regencies in East Java Province and Middle Java Province. The road has a function as a support for regional economic development activity. The purpose of the program is to develop in eastern part of Madiun city and also giving a better access for the road user. This final project will analyze the feasability of Madiun eastern ring road development based on traffic engineering and economy aspects. The analysis that will be calculated are road ability degree analysis namely Degree of Saturation (DS) value, vehicle operational cost retrenchment calculation analysis, Benefit Cost Ration calculation analysis and Net Present Value calculation analysis. Based on Madiun City eastern ring road development plan, the calculation result of traffic analysis on existing road namely Madiun City Road (before the opening of ring road) in year 2008, the Degree of Saturation (DS) value is 0.453 and in next 20 years of plan lifespan which is in the year 2030, the DS value is 0.759. Therefore, the feasability of Madiun City eastern ring road development, based on traffic engineering, that road is not reasonable to be built because the existing road in the year 2030 won't be quite saturated. While from economic analysis result with the BOK retrenchment of Rp. 85,072,770,503.48,-, the Benefit Cost Ration value is 0.16 (BCR < 1) and the value of Net Present Value is Rp. - 150,327,911,013.86,- (NPV < 0). Therefore, the feasability of Madiun City eastern ring road development, based on economy aspect, that road is not reasonable to be built.
