Abstract

Nilam Barat Harbour at Tanjung Perak Port, Surabaya, is designated to handle the transportation of hazardous goods and dry and liquid bulk cargo. In response to ongoing development, a new pier is planned to the north of Pertamina's LPG pier. The proposed development comprises a multipurpose pier measuring 200 m × 30 m and associated onshore facilities, including a container yard and a storage facility for liquid bulk cargo in the form of a spherical silo for sulfuric acid (H₂SO₄). Therefore, this study aims to develop a detailed plan for the proposed facilities based on the layout provided by PT Pelindo III. The design vessel has a capacity of 5,000 DWT, and the water depth is specified at −9 mLWS. Accordingly, dredging is excluded from the scope of this study, which instead focuses on secondary data analysis, land reclamation planning, detailed design of the pier's sheet-pile quay structure, container yard pavement, the steel spherical silo structure, and the construction methods and associated costs. The quay structure, incorporating a single-tie-rod sheet-pile system, is designed using the free-earth-support method and Blum's graphical method. Reinforced concrete elements are designed using the alternative elastic concrete method in accordance with Section 25 of SNI 03-2847-2002, while the steel structure is designed in accordance with SNI 03-1729-2002. Earthquake loading is determined based on SNI 03-1726-2002. The analysis yields a pier deck elevation of +4.00 mLWS, with a mooring system consisting of Bridgestone SA400H-300L(R4) fenders and bollards with a capacity of 100 tonnes. The total reclamation volume is 327,482.05 m³, using Prefabricated Vertical Drains (PVD). The retaining wall is designed using HZ575B-C1 steel sheet piles, while AU-18 steel sheet piles serve as anchoring elements, connected by tie rods with a diameter of 80 mm. The pier deck is designed as a 30 cm-thick floor slab on grade reinforced with two layers of M12-100 Lion Mesh. The container yard pavement design follows the British Standard for Heavy Duty Pavement and consists of a 30 cm-thick Cement Treated Base (CTB) layer, 8 cm-thick concrete paving blocks, and a 5 cm-thick bedding sand layer. The spherical silo structure is designed using 12 mm-thick steel plates and 10 cm-thick ceramic insulation. It is supported by four columns made of steel pipes with a diameter of 60 cm and a thickness of 2.5 cm, together with bracing made of steel pipes with a diameter of 20 cm and a thickness of 1.2 cm. At each supporting column location, the silo foundation comprises four Type C prestressed concrete spun piles, each with a diameter of 60 cm, a wall thickness of 10 cm, and a total length of 38 m. The foundation system includes pile caps measuring 2.5 m × 2.5 m × 1.5 m and pedestal columns with a diameter of 100 cm. Based on the calculations, the total estimated construction cost for the pier development is Rp138,122,933,330.00, including 10% VAT.
