Abstract
Kota Surabaya terus berkembang dengan pesat, sehingga permintaan akan tempat tinggal juga meningkat. Sementara itu lahan sangat terbatas dan semakin mahal. Solusi dari permasalahan tersebut adalah dengan membangun apartemen, namun berdasarkan penelitian terdahulu pembangunan apartemen didominasi oleh rancangan berdasarkan preferensi developer belum memperhatikan preferensi dari konsumen. Jumlah unit apartemen yang terdapat di Surabaya didominasi oleh Surabaya Barat dan Surabaya Timur, sedangkan Surabaya Selatan dan Surabaya Pusat memiliki jumlah unit apartemen yang sedikit. Pertumbuhan apartemen di Kota Surabaya pada beberapa tahun kedepan diperkirakan masih didominasi oleh Surabaya Barat dan Surabaya Timur, untuk Surabaya Pusat dan Surabaya Selatan akan ada sejumlah unit apartemen baru yang akan dibangun. Tujuan penelitian ini untuk merumuskan konsep pengembangan apartemen di Kota Surabaya berdasarkan preferensi konsumen dan developer.
Analisis yang digunakan yaitu Analisa Faktor, Analisa Deskriptif dan GAP Analisis. Analisa Faktor digunakan untuk mencari faktor – faktor apa saja berdasarkan preferensi masing-masing konsumen dan developer dalam memilih apartemen di Kota Surabaya, untuk analisa deskriptif dengan metode gap analisis digunakan untuk merumuskan konsep pengembangan apartemen di Kota Surabaya.
Hasil dari penelitian ini berdasarkan preferesensi konsumen menginginkan apartemen yang mudah untuk dicapai, kenyamanan tinggal di apartemen, memiliki kejelasan status lahan, dan memperhatikan semua etnis yang menghuni apartemen dan harga service charge yang rendah. Sedangkan preferensi developer cenderung memilih lokasi apartemen yang dapat dijangkau moda transportasi seperti angkutan umum dan bis umum serta pembangunan apartemen yang dapat menampung jumlah penghuni apartemen yang maksimal. Selain itu didapatkan juga perbedaan pendapat antara konsumen dan developer tentang aksesibilitas dilihat dari segi moda transportasi umum dan kenyamanan tinggal di apartemen. Berdasarkan dari hasil analisa, konsep yang membedakan dengan penelitian lainnya yaitu pembangunan apartemen yang cocok dengan semua etnis.

Rapid city development which is happening in Surabaya causes housing demands to rise as well. Meanwhile, limited land availability and high land pricing causes difficulties to fulfill housing demands. Based on previous findings apartment is the solution, but most of its establishment is based on the developer’s preferences, not the consumer’s. Apartments establishments in Surabaya are dominated by the east and the west side, while the south and north side have much fewer units. Based on prediction, the east and west side will probably still dominating in the future, while the south and north side will have a few to be constructed. The purpose of this research is to formulate apartment development concept in Surabaya based on consumer’s and developer’s preferences.
There are three analyses that are used in this research which is Factor Analysis, Descriptive Analysis, and GAP Analysis. Factor analysis is used to find or determine consumers’ and developer’s apartment-choosing preferences in Surabaya, while Descriptive Analysis and GAP Analysis are used to formulate apartment development concept in Surabaya.
Results of this research are as follows, consumers prefer apartments that are within easy reach, comfortable, has clarity of land status, accept/pay attention to all ethnics (not ethnically picky), and has low service charge. While developers prefer apartments with high capacity, and are within easy reach of certain modes of transportation such as busses and other public transportation. Other than that, there are opinion differences between consumers and developers about accessibility based on transportation modes and apartment’s comfortability. Based on this research’s analysis, the concept of apartment development that are acceptable to all ethnics makes the difference with other researches.
