Abstract
Seni dan budaya merupakan identitas bangsa yang perlu
dilestarikan. Berdasarkan Peraturan Menteri dalam Negeri
nomor 52 tahun 2007 tentang pedoman Pelestarian dan
pengembangan adat istiadat dan nilai sosial budaya masyarakat,
dijelaskan mengenai konsep dasar, program, serta strategi
pelaksanaan dalam upaya pelestarian kebudayaan bangsa.
Adanya peraturan ini menunjukkan bahwa kebudayaan
merupakan salah satu hal yang perlu diperhatikan. Saat ini Kota
Surabaya sedang menghadapi tantangan dalam melestarikan
kebudayaannya. Hal ini dapat dilihat dari kesulitan masyarakat
dalam menemukan kesenian-kesenian tradisional yang terdapat
di Kota Surabaya. Sementara itu, Kota Bogor dan Jakarta telah
sukses dalam melestarikan kebudayaan daerahnya dengan
membentuk kampung budaya.
Penelitian ini bertujuan untuk melestarikan kebudayaan
tradisional dengan menentukan lokasi serta arahan yang sesuai
kampung budaya di Kota Surabaya. Untuk dapat mencapai
tujuan tersebut, disusun beberapa tujuan antara yang akan
dilakukan secara bertahap. Yang pertama adalah dengan
mengidentifikasi aspek-aspek yang berpengaruh dalam penentuan lokasi kampung budaya, kemudian menentukan lokasi yang sesuai untuk dijadikan kampung budaya, dan yang terakhir adalah menentukan arahan pelestarian bagi kampung budaya Tahapan pertama penelitian ini dimulai dengan
melakukan analisis delphi dengan melibatkan beberapa
stakeholder untuk menentukan aspek-aspek yang berpengaruh
dalam penentuan lokasi kampung budaya. Aspek-aspek tersebut
nantinya akan dibobotkan dengan menggunakan analisis AHP
yang juga melibatkan stakeholder pada analisis delphi. Setelah
didapatkan aspek beserta bobotnya, dilakukan analisis weighted
overlay dengan menggunakan input aspek-aspek beserta
bobotnya dalam bentuk peta, sehingga didapatkan lokasi yang
sesuai untuk kampung budaya di Kota Surabaya. Pada tahap
akhir, dilakukan analisis triangulasi dengan menggunakan faktor
kondisi eksisting, teori dan pendapat stakeholder dalam
menentukan arahan pelestarian pada kampung budaya.
Beberapa hal yang dihasilkan dari penelitian ini adalah
teridentifikasinya aspek-aspek yang berpengaruh dalam
penentuan lokasi kampung budaya, yaitu keberadaan adat
istiadat, keberadaan artefak, keberadaan tempat latihan,
keberadaan tempat pertunjukan, jumlah komunitas, dan jumlah
pertunjukan kesenian tradisional. Penelitian ini juga
menghasilkan arahan kawasan kampung budaya pada Kota
Surabaya, yaitu pada Kecamatan Genteng, Gubeng, Kenjeran,
Sawahan dan tambaksari. Arahan pelestarian kampung budaya
diterapkan pada kawasan-kawasan tersebut. ========== Art and culture are the nation identity that need to be
preserved. According to Interior Minister Regulation Number 52
in 2007 about the guidance of preservation and development
traditional customs and socio-cultural value of society, it
explained about the fundamental concept, program, also
implementation strategy in the preservation effort of the nation’s
culture. The existence Interior Minister Regulation showed that
culture is the one of the things that need to be considerate.
Nowadays, City of Surabaya is facing challenges in the effort of
its cultural preservation. This phenomenon could be seen from
the disappearance of traditional Arts that located in Surabaya
and people of Surabaya have difficulty to find local and
traditional art. Meanwhile, the City of Bogor has succeeded to
preserve its local culture, which is through the creation of the
cultural village of Sindangbarang.
The purpose of this research is determining the location
and policies that appropriate with the cultural village in the
Surabaya. In order to attain that purpose, several objectives have
drafted, and those will be implemented gradually. The first
objective is identified several aspects that influence the
determinations of the location of the cultural village, and then
determine the location that suitable to be made as a cultural
village, and the last one defines the preservation directive of the
cultural village.
The first step of this research is started with performing
delphi analysis with the involvement of several stakeholders in
determining the aspects that influencing the cultural village
determination. Those aspects in the future will be
comprehensively weighted with the using AHP analysis that also
involve the stakeholders in the delphi analysis. After the aspect
and weight have obtained, the weighted overlay analysis will be
implemented using the input that come from the aspects and
weight in the form of a map, so that the location that suitable with
the cultural village in Surabaya could be determined. In the last
step, the triangulate analysis will be implemented by using the
existing condition factor, theory and the opinion from the
stakeholders in the determination process of preservation
directive on the cultural village.
Several things that generated from this research are the
identification of the aspects that influenced in the identification of
the location of the cultural village, which are the existence of
traditional customs, artifact, training facility, theaters or venues,
the number of community, and the number of traditional art
performances. This research also generated the policies of the
cultural village region in the City of Surabaya, which located in
the Genteng Sub-District, Gubeng Sub-District, Kenjeran Sub-
District, Sawahan Sub-District and Tambaksari Sub-District. The
directive preservation of cultural village implemented in those
regions.
