Abstract
Semakin seringnya kasus penyalahgunaan penyiaran radio di Indonesia seperti penggunaan kata kasar maupun vulgar pada saat penyiaran, disebabkan oleh kurangnya sistem monitoring dan juga manajemen yang baik dari pemerintah maupun Komisi Penyiaran Indonesia. Sesuai dengan UU penyiaran Indonesia No. 32 tahun 2002, maka masyarakat juga harus ikut berperan aktif dalam menjaga dan meningkatkan kualitas penyiaran di Indonesia.
Dewasa ini sistem monitoring portable yang memadai tidak kerap kali di miliki oleh KPI karena harganya yang relatif mahal, maka dari itu perlu adanya pengembangan sistem monitoring dan manajemen rekaman sehingga di dapat sistem yang mumpuni dan murah. Cara kerja sistem monitoring ini secara garis besar menangkap sinyal radio FM, kemudian direkam. Data yang sudah terekam disimpan sesuai kebutuhan, kemudian data hasil rekaman tersebut dilakukan proses pengarsipan agar ketika dibutuhkan sebagai bukti dapat mudah dalam pencarian maupun pengambilan. Tugas akhir ini bertujuan untuk membangun sistem monitoring dan manajemen di bagian akuisisi data dan melakukan uji kinerja sistem, seperti ketepatan rekaman dan keandalan dalam pengarsipan. Perancangan sistem monitoring menggunakan perangkat receiver FM, Soundcard M-Audio Delta 1010LT yang terintegrasi ke dalam aplikasi Audacity.
Sistem monitoring dan manajemen data yang telah dibuat antara hardware dan software sudah saling terintegrasi. Proses konversi audio to text dari 4 pengujian di dapatkan rata-rata error sebesar 5.76 %. Pada pendeteksian pelanggaran antara MS Word dan Software dalam melakukan 4 kali pengujian hanya 1x mempunyai perbedaan dengan rincian 5 kata import dan 2 kata perdagangan pada MS Word dan 4 kata import dan 2 kata perdagangan. Sistem manajemen data berhasil melakukan pengindexan mulai dari hari, bulan, tanggal, jam, menit, dan detik.

The more frequent cases of abuse of radio broadcasting in Indonesia such as coarse and vulgar use of the word at the time of broadcasting, due to the lack of a monitoring system as well as good management of the government and the Indonesian Broadcasting Commission. In accordance with the Indonesian Broadcasting Law No. 32 In 2002, the public also should take an active role in maintaining and improving the quality of broadcasting in Indonesia.
These days portable adequate monitoring system rarely owned by KPI because the price is relatively expensive. Therefore, the need for the development of monitoring systems and records management systems so that in can be a powerful and inexpensiv. The workings of this monitoring system is broadly capture FM radio signal, and then recorded. The recorded data is stored as needed, and then recording data archiving process is done so that when they are needed as evidence may be easier in the search and retrieval. This final project aims to establish a monitoring and management system at the data acquisition and test system performance, such as accuracy and reliability in archiving recording. The design of the monitoring system using the FM receiver, soundcard M - Audio Delta 1010LT integrated into the application Audacity.
The system monitoring and management data of data that has been created, between its hardware and software is already integreted with each other. In the proses of converting audio to text, that was tested 4 times, it gets an average error of 5.76%. On detection of word violations between MS Word and software, also tested it 4 times the test gives only 1 error with details of 5 words “import” and two words “perdagangan” in MS Word and four words “import” and two words “perdagangan”. Data management system successfully perform indexing start of the day, month, date, hours, minutes, and seconds.
