Abstract
Fungsi utama pembangunan rusunawa adalah meningkatkan kualitas lingkungan permukiman, pengurangan kawasan kumuh perkotaan dan menyediakan permukiman yang layak bagi Masyarakat Berpenghasilan Rendah (MBR). Namun dalam perkembangannya rusunawa mengalami berbagai permasalahan, salah satunya adalah permasalahan sanitasi. Berdasarkan hasil observasi diperoleh fakta bahwa rusunawa di Kota Surabaya secara internal menunjukkan kecenderungan ke arah penurunan kualitas layanan sanitasi. Fakta permasalahan sanitasi yang ada meliputi aspek teknik, aspek lingkungan, aspek sosial-ekonomi dan peran serta masyarakat, aspek finansial, dan aspek institusi/kelembagaan. Jangan sampai pembangunan rusunawa justru menciptakan lingkungan kumuh baru. Tujuan dari penelitian adalah agar sarana dan prasarana sanitasi rusunawa yang telah disediakan di Kota Surabaya dapat berfungsi optimal.
Pengumpulan data primer dilakukan melalui observasi, dokumentasi, dan wawancara/FGD dengan pengelola dan penghuni rusunawa. Pendataan debit air bersih/PDAM yang digunakan oleh penghuni rusunawa dengan periode hari dan waktu yang ditentukan. Tujuannya untuk mengetahui kebutuhan air bersih penghuni rusunawa dan mengevaluasi kondisi dan kapasitas prasarana air bersih eksisting rusunawa berdasarkan regulasi. Mengambil sampel air limbah di influen dan effluen untuk dianalisa parameter BOD5, COD, TSS, pH, minyak dan lemak kemudian dibandingkan dengan baku mutu yang berlaku. Mengevaluasi kondisi dan kapasitas prasarana air limbah eksisting berdasarkan regulasi. Mendata volume sampah yang dihasilkan penghuni rusunawa selama 8 hari. Tujuannya untuk mengetahui volume sampah yang dihasilkan penghuni rusunawa dan mengevaluasi kondisi dan kapasitas prasarana persampahan eksisting rusunawa berdasarkan regulasi. Mengevaluasi kondisi sarana dan prasarana drainase eksisting berdasarkan regulasi. Data sekunder meliputi jumlah penghuni, asbuilt drawing, dan dokumen-dokumen yang berkaitan dengan penelitian. Teknik analisa data yang digunakan adalah metode analisa deskriptif.
Hasil penelitian menunjukkan bahwa sarana dan prasarana sanitasi di 6 rusunawa yang ditinjau belum optimal. Permasalahan yang umum terjadi di 6 rusunawa yaitu : kapasitas tandon air bersih belum memenuhi persyaratan regulasi, grey water tanpa pengolahan dibuang ke saluran drainase, pipa air limbah mengalami kebocoran, kapasitas tangki septik ada yang belum memenuhi persyaratan kebutuhan, bak sampah besar ada yang belum memiliki penutup, dan saluran drainase yang ada endapan lumpurnya. Analisa aspek sosial ekonomi dan peran serta menunjukkan penghuni rusunawa mau ikut serta dalam kegiatan pembersihan/pemeliharaan prasarana sanitasi dan tertib dalam membayar iuran/sewa. Analisa aspek finansial menunjukkan bahwa besar retribusi yang telah ditetapkan di masing-masing rusunawa sudah dapat memenuhi kebutuhan biaya operasional dan pemeliharaan sarana dan prasarana sanitasi rusunawa. Analisa aspek institusi/kelembagaan menunjukkan bahwa kurangnya jumlah personil UPTD Rusun berdampak belum optimalnya UPTD dalam melaksanakan kerja dan fungsinya.

The main function of the construction of flats is to improve the quality of settlement environment, reduction in slums enviroment and provide decent housing for People on Low Incomes (MBR). But it found a variety of problems in the constructions of flats, one of the problem is an about sanitation. Based on the observations has been obtained by the fact that the flats in the city of Surabaya internally showed a trend toward a decrease in the quality of sanitation services. The fact sanitation issues include several aspects, including the technical aspects, environmental aspects, socio-economic aspects and the role of community, financial aspects, and also aspects of the institution/institutional. Don’t let this construction of the flats create a new slums environment. The purpose of this research was to found out that sanitation facilities and infrastructure in flats that have been provided in Surabaya can function optimally.
Primary data were collected through observation, documentation, and interviews/focus group with managers and occupants of the flats. Data collection on the number of clean water or water taps used by residents of the flats with the day and time period specified. The purpose was to known the needs of clean water of the flats and evaluate the condition and capacity of the existing water infrastructure of flats based regulation. The researcher used of wastewater influent and effluent to be analyzed the parameter of BOD5, COD, TSS, pH, oil and grease then compared with the applicable standard. Evaluate the condition and capacity of the existing wastewater infrastructure based on regulation. Collecting volume of waste produced by residents of the flats for 8 days. The purpose was to determine the volume of waste produced by residents of the flats and evaluate the condition and capacity of the existing waste management infrastructure flats based on regulation. Evaluate the condition of the existing drainage infrastructure based on regulation. Secondary data include the number of occupants, asbuilt drawings, and documents related to the research. Data analysis technique used is descriptive analysis method.
The results showed that the sanitation facilities and infrastructure at six flats that reviewed has not been optimal. The common problem in six flats namely: capacity the tank of clean water is not fulfill of regulatory requirements, grey water without treatment discharged into drainage canals, wastewater pipes leak, the capacity of the septic tank which was not fulfill the requirements of necessity, the garbage bins that do not have cover, and pipeline of drainage that have sediment mud. The analysis of socio-economic aspects and the role of community showed the residents of the flats want to participate in the activities of cleaning/maintenance of the sanitation infrastructure and in order to pay a fee/rent. The analysis of financial aspects showed a big retribution that has been set in each flats have been able to supply the needs of operational and maintenance sanitation facilities and infrastructure cost of the flats. The analysis of institution/institutions aspects showed that the lack of personnel UPTD of the flats will have an impact on not optimal the UPTD in carrying out the work and the function.
