Abstract
Biaya Jasa Pengelolaan Sumber Daya Air (BJPSDA) irigasi diatur dalam Peraturan Menteri Pekerjaan Umum dan Perumahan Rakyat Republik Indonesia Nomor 18/PRT/M/2015. Daerah irigasi (DI) Riam Kanan berada di kabupaten Banjar Provinsi Kalimantan Selatan. Luas fungsional sawah yang bisa dilayani DI Riam Kanan tahun 2015 adalah ± 4.554,5 Ha. Penelitian ini menggunakan dua metode yakni (1) metode sesuai dengan Peraturan Menteri Pekerjaan Umum dan Perumahan Rakyat Republik Indonesia Nomor 18/PRT/M/2015 dan (2) metode berdasarkan model biaya jasa dasar yang menitikberatkan pada faktor kualitas layanan dan nilai manfaat ekonomi. Tingkat kemampuan dan kemauan petani dalam membayar air irigasi dapat diketahui melalui analisis Ability To Pay (ATP) dan Willingness To Pay (WTP). Nilai biaya jasa pengelolaan sumber daya air irigasi DI Riam Kanan jika berdasarkan metode pertama adalah Rp 88,84/m3 atau jika dikonversi dalam hektar sebesar Rp 269.883,78/Ha. Apabila berdasarkan metode kedua maka nilai biaya jasa pengelolaan sumber daya air irigasi DI Riam Kanan adalah Rp 136,12/m3 atau jika dikonversi dalam hektar sebesar Rp 413.499,89/Ha. ATP DI Riam Kanan sebesar Rp 39,00/m3 dan WTP DI Riam Kanan sebesar Rp 40,00/m3. Keuntungan pertanian yang petani dapatkan dalam satu tahun tidak dapat mencukupi kebutuhan hidup petani terlihat pada rumah tangga dengan kepemilikan lahan sebesar ¼ Ha, ½ Ha, ¾ Ha, dan 1 Ha. Maka akan lebih bijak dan tepat sasaran jika keseluruhan BJPSDA irigasi DI Riam Kanan ditanggung oleh pemerintah dalam bentuk subsidi sebesar Rp 136,12/m3. Apabila pemerintah tetap ingin memungut tarif dengan tujuan demi meningkatkan kesadaran petani atas air irigasi dianjurkan hanya sebesar nilai ATP sebesar Rp 39,00/m3 dengan nilai subsidi pemerintah sebesar Rp 97,12/m3.

Water resources management service cost (BJPSDA) of irrigation is
regulated in the Regulation of the Minister of Public Works and Public Housing
of the Republic of Indonesia Number 18/PRT/M/2015. Riam Kanan Irrigation
Area is in the Banjar regency, South Kalimantan. The area of functional rice fields
that can be served at Riam Kanan Irrigation Area in 2015 was ± 4.554,5 Ha.
This thesis is using two methods: (1) a method in accordance with the
Regulation of the Minister of Public Works and Public Housing of the Republic of
Indonesia Number 18/PRT/M/2015 and (2) a method based on the model of the
cost of the basic service, which focuses on factors of service quality and the value
of economic benefit. The ability and willingness to pay of farmers in irrigation
water can be known through the analysis of Ability To Pay (ATP) and
Willingness To Pay (WTP).
The value of water resources management service cost of irrigation in Riam
Kanan Irrigation Area if by the first method is Rp 88,84/m3 or if converted into
hectares is Rp 269.883,78/Ha. If based on the second method, the value of water
resources management service cost of irrigation in Riam Kanan Irrigation Area is
Rp 136,12/m3 or if converted into hectares is Rp 413.499,89/Ha. ATP Riam
Kanan Irrigation Area is Rp 39,00/m3 and WTP Riam Kanan Irrigation Area is Rp
40,00/m3. The benefit of agricultural that farmers earn in one year can not suffice
the household’s farmers with land holdings of ¼ Ha, ½ Ha, ¾ Ha, and 1 Ha. It
would be wise and appropriate if the whole of BJPSDA irrigation Riam Kanan
Irrigation Area is sufficient by the government subsidy is Rp 136,12/m3. If the
government still wants to charge tariffs in order to increase the awareness of
farmers on irrigation water is recommended only ATP is Rp 39,00/m3 with the
government subsidy is Rp 97,12/m3.
