Abstract
Bidang perikanan laut Indonesia menderita kerugian akibat terjadinya Illegal, Unregulated, Unreported (IUU) Fishing oleh nelayan asing maupun lokal. Upaya pengawasan atas IUU Fishing masih kurang optimal karena instrumen pengawasan terbatas. Penelitian ini akan merancang sistem pendukung keputusan dengan menggunakan logika fuzzy berdasarkan data Vessel Monitoring System (VMS) untuk mengidentifikasi terjadinya IUU Fishing. Dengan sistem ini dapat diidentifikasi jenis kapal penangkap ikan purse seine yang menangkap ikan di perairan Indonesia secara otomatis sehingga memudahkan pemantauan. Sistem yang dirancang menggunakan logika fuzzy tipe Mamdani dengan 5 masukan data yang meliputi kecepatan ketika searching, setting, pursing, hauling, dan radius perputarannya. Pengujian dilakukan menggunakan beberapa pola pergerakan kapal ikan dan validasi dilakukan menggunakan data real kapal penangkap ikan jenis purse seine yang tercatat dalam sistem VMS. Dari hasil pengujian dapat diketahui bahwa sistem yang dirancang relevan dan membuktikan bahwa pola pergerakan kapal Purse Seine bisa menjadi parameter utama dalam identifikasi IUU Fishing. ========================================================================================================= Indonesian fisheries sector suffered losses due to illegal, unregulated, and unreported fishing by foreign and local fisherman. Surveillance efforts on IUU Fishing still not optimal due to the limited number of supervision instrument. This research is about designing a decision support system use fuzzy logic which based on data from vessel monitoring system (VMS) to identify the occurrence of IUU Fishing. With this system, the purse seine fishing vessels which fishing in Indonesia sea territory can be identified automatically so as to facilitate monitoring. The system was designed using Mamdani type fuzzy logic with 5 input data includes speed when searching, setting, pursing, hauling, and turnover radius. The test was performed using several movement pattern of fishing vessel and the validation was performed by using real data of fishing vessel that registered as purse seine in VMS system. The test results show that the designed system is relevant to use and prove that the movement patterns Purse Seine vessel can become the main parameters in the identification of IUU Fishing.
