Abstract

Keberadaan kampus Universitas Islam Bandung (UNISBA), Universitas Pasundan (UNPAS), Insitut Teknologi Bandung (ITB) sebagai pusat pendidikan, Balubur Town Square (Baltos) sebagai tempat perdagangan, dan Kebun Binatang Bandung sebagai tempat wisata di Bandung telah menyebabkan banyak orang yang datang ke kawasan Tamansari. Penggunaan lahan di Jalan Tamansari membuat tingkat pergerakan manusia menuju kawasan tersebut menjadi tinggi. Dengan semakin banyaknya pengunjung yang datang ke kawasan tersebut juga membawa konsekuensi terjadinya konsentrasi pejalan kaki. Dengan arus pejalan kaki yang besar serta adanya pedagang kaki lima dan parkir liar di beberapa titik di sepanjang trotoar akan sangat mempengaruhi kenyamanan dan keleluasaan para pejalan kaki di dalam melakukan pergerakan. Untuk itu perlu dilakukan perencanaan perbaikan fasilitas pejalan kaki di kawasan tersebut. Analisa tingkat pelayanan trotoar di Jalan Tamansari dengan menggunakan metode HCM dan metode Prototipe Gainesville. Kemudian dilakukan perhitungan kebutuhan lebar trotoar dan fasilitas pejalan kaki yang mengacu pada Pedoman Teknik No. 032/T/BM/1999 “Pedoman Perencanaan Jalur Pejalan Kaki pada Jalan Umum, Kepmen PU RI No. 468/KPTS/1998 “Persyaratan Teknis Aksesibilitas pada Bangunan Umum dan Lingkungan”, Dirjen Bina Marga No. 007/T/BNKT/1990 “Petunjuk Penggunaan Trotoar”, Permen PU No. 03/PRT/M/2014 “Pedoman Perencanaan, Penyediaan, dan Pemanfaatan Prasarana dan Sarana Jaringan Pejalan Kaki di Kawasan Perkotaan”, Pedoman Teknik No. 022/T/BM/1999 “Persyaratan Aksesibilitas pada Jalan Umum”. Hasil perancangan dilakukan dengan program bantu AutoCAD. Dari analisa dan hasil perhitungan diketahui bahwa kondisi eksisting trotoar di seluruh segmen didapatkan volume pejalan kaki terbanyak yaitu berada di segmen 3 sisi kanan sebesar 144 ped/15mnt dengan arus pejalan kaki (v) = 24 orang/m/menit memperoleh tingkat pelayanan LOS B untuk metode HCM, dan LOS E untuk metode Prototipe Gainesville. Dari hasil perhitungan kecepatan berjalan pejalan kaki didapatkan kecepatan rata-rata sebesar 43,80 m/menit. ============================================================================================================================================== The existence of Islamic University of Bandung (UNISBA), University of Pasundan (UNPAS), Bandung Institute of Technology (ITB) as an educational center, Balubur Town Square (Baltos) as a place of trade, and Bandung Zoo as a tourist spot in the city has led to a lot of people coming to the Tamansari area. The use of land in Jalan Tamansari make the level of human movement toward the region becomes high. With the increasing number of visitors who come to the region is also a consequence a concentration of pedestrians. With a large pedestrian flow as well as the presence of hawkers and illegal parking at several points along the sidewalk will greatly affect the comfort and flexibility of pedestrians in doing the movement. The service level analysis sidewalk in Jalan Tamansari using HCM method and Prototype Gainesville method. Then calculate the needs of the wide sidewalks and pedestrian facilities that refers to the Technical Guidelines No. 032/T/BM/1999 "Pedestrian Planning Guidelines on Public Roads, Public Works Ministerial Decree No. 468/KPTS/1998 "Technical Requirements for Accessibility in Public Buildings and the Environment", Director General of Highways No. 007/T/BNKT/1990 "Instructions for Use Sidewalks", Candy PU No. 03/PRT/M/2014 "Guidelines for Planning, Provision and Use of Infrastructure Networks in Urban Area Walking" Technical Guidelines No. 022/T/BM/1999 "Accessibility Requirements in Public Road". The results of the design is done with the aid program AutoCAD. From the analysis and the results of calculations known that the condition of the existing pavement in all segments obtained volumes of pedestrians most are located in the segment 3 right side by 144 ped/15mnt with current pedestrian (v) = 24/m/min obtain service level LOS B's HCM method, and LOS E for prototype Gainesville method. From the calculation of the pedestrian walking speed obtained an average speed of 43.80 m/min.
