Abstract
Dewasa ini krisis energi yang terjadi di dunia juga terjadi di Indonesia. Untuk menjawab krisis energi yang ada, Pemerintah memiliki langkah-langkah prioritas pembangunan bidang energy salah satunya yaitu menjalankan program diversifikasi energi dengan mengembangkan energi baru terbarukan, serta melakukan penghematan pemakaian energi melalui program konservasi energi. Proyek Percepatan Diversifikasi Energi (PPDE) PLTU batubara diharapkan mampu mendorong solusi alternatif – aplikatif dalam menjawab permasalahan energi di Indonesia. Saat ini PT PJB mempunyai kontrak yang bersifat take or pay dengan beberapa pemasok gas untuk PLTU dan PLTGU Gresik selama 10 tahun. Ketidak sinkronan antara pola pasokan gas yang konstan (take or pay) dan pola konsumsi gas yang tidak konstan diperkirakan akan terjadi kerugian yang besar berupa kelebihan pasokan gas ketika beban rendah dan kekurangan pasokan gas ketika beban puncak. Potensi kerugian ini dapat diminimalis dengan cara menyimpan sebagian kelebihan pasokan dengan proses compressed natural gas (CNG) ketika beban rendah dan melepas simpanan gas tersebut ketika beban puncak. Disamping itu kelebihan gas CNG pada beban rendah dapat juga ditransfer ke PLTU Paiton untuk startup di unit I dan II. Agar dapat memperoleh gambaran yang komprehenship mengenai proses pemanfaatan kelebihan gas secara CNG ketika beban rendah dan kekurangan gas ketika beban puncak di PLTGU Gresik dan membawa CNG ke Paiton diperlukan suatu Study Kelayakan atau Feasibility Study (FS).Oleh karena itu dalam tugas akhir ini penulis melakukan kajian kelayakan operasional/teknik (KKO) dan kajian kelayakan finansial (KKF) mengenai diversivikasi gas sebagai pengganti BBM untuk startup pembangkit di PLTU Paiton unit I dan II. Harga perolehan gas di PLTU Paiton dibandingkan dengan harga 1 liter HSD dan harga perolehan gas dengan mode transportasi darat dibandingkan dengan menggunakan mode transportasi laut. Dari hasil perhitungan didapatkan harga perolehan gas di PLTU Paiton adalah Rp 54.868,00 dengan moda transportasi kapal dan Rp 15.535,00 dengan menggunakan moda transportasi Truck yang merupakan hasil dari pertambahan biaya investasi serta biaya operasi alat utama system CNG plan dan harga pokok gas. Harga perolehan gas didapat lebih besar karena jumlah gas yang dibutuhkan lebih sedikit daripada jumlah investasi serta biaya perawatan inventaris yang lebih besar dibandingkan dengan jumlah pemakaian gas.

Today the energy crisis that occurred in the world occurred in
Indonesia. To answer the existing energy crisis, the Government
has measures in the field of energy development priorities one of
which is running a program of energy diversification by
developing new energy sources, as well as saving energy
consumption through energy conservation programs. Energy
Diversification Acceleration Project (PPDE) coal power plant is
expected to encourage an alternative solution - applied in
addressing energy issues in Indonesia. Currently, PT PJB has a
contract that is take or pay with several suppliers of gas to the
power plant and Gresik power plant for 10 years. The lack
sinkronan between constant gas supply pattern (take or pay) and
gas consumption patterns are not constant losses expected to
occur in the form of an excess supply of gas when the load is low
and the shortage of gas supply when the peak load. Potential
losses can be minimized by keeping some of the excess supply by
the compressed natural gas (CNG) when the load is low and
release the gas deposits when the peak load. Besides the
advantages of CNG gas at low loads can also be transferred to
the Paiton power plant to startup in units I and II. In order to
obtain a komprehenship the process of utilization of excess gas in
CNG when the load is low and the gas shortage when the peak
load in PLTGU Gresik and Paiton necessary to bring CNG to a
Feasibility Study or Feasibility Study (FS) .Therefore in this
thesis the author did operational feasibility studies / engineering
(Marines) and financial feasibility study (KKF) the diversification
of gas as a replacement fuel for startup power plants in Paiton
units I and II. The acquisition cost of gas in Paiton compared
with the price of 1 liter of HSD and the acquisition cost of gas by
land transport mode compared to using sea transport modes.
From the results of the calculation, the acquisition price of gas at
the Paiton power plant is USD 54868.00 with other modes of
transport ships and Rp 15535.00 using Truck transport modes
that are the result of the increase of the cost of investment and
operating costs of the main tools CNG system plan and the cost of
gas. The acquisition cost of gas obtained greater because the
amount of gas required fewer than the number of inventory
investment and maintenance costs are greater than the amount of
gas usage.
