Abstract

Keselamatan pengunjung adalah salah satu hal utama yang perlu diperhatikan oleh pengelola fasilitas umum. Terutama pada fasilitas umum yang menjadi penunjang aktivitas masyarakat sehari-hari. Seperti fasilitas umum untuk menaikan dan menurunkan penumpang angkutan umum, yaitu terminal. Keselamatan di terminal perlu diperhatikan lebih lanjut mengingat adanya risiko terjadinya kecelakaan. Berdsarkan hal tersebut, maka di Terminal Purabaya perlu dilakukan analisis risiko untuk meningkatkan tingkat keselamatan pengunjung. Hal ini tidak lepas dari status Terminal Purabaya yang tergolong dalam terminal tipe A, yaitu terminal induk yang memberangakatkan angkutan umum dalam kota mapun antar kota. Status tersebut menjadikan Terminal Purabaya menjadi salah satu terminal terbesar dan tersibuk di Jawa Timur. Menjadi terminal terbesar dan tersibuk tentu akan mendatangkan risko terjadinya kecelakaan apabila terminal tidak memenuhi faktor-faktor penunjang keselematan. Oleh karena itulah analisis yang dilakukan menggunakan metode HIRARC (Hazard Identification, Risk Assessment and Risk Control). Metode ini dimulai dengan mengidentifikasi bahaya dan risiko yang ada di terminal, selanjutnya berdasarakn hasil identifikasi dilakukan penilaian dan pengendalian risiko. Hasil identifikasi menunjukkan delapan lokasi teridentifikasinya bahaya, yaitu di jalur masuk, area kedatangan, area parkir mobil, area kantin dan ruang tunggu, area kebrangkatan bus antar kota, area parkir bus antar kota, jalur keluar bus antar kota dan jalur keluar bus kota. Hasil identifikasi juga menunjukkan faktor terjadinya bahaya adalah karena manusia dan fasilitas. Faktor manusia diwujudkan dengan pelanggaran terhadap rambu lalu lintas dan aturan terminal, sedangkan faktor fasilitas dikarenakan kurangnya fasilitas untuk menunjang keselamatan, seperti tidak adanya alat pemadam kebakaran di area parkir bus antar kota. Selanjutnya berdasarkan hasil penialian risiko, diketahui prosentase tertinggi tingkat risiko yang ada di Terminal Purabaya adalah tingkat risko sedang, yaitu sebesar 44%. Sehingga rekomendasi yang diberikan berupa pemasangan rambu, penambahan fasilitas serta perbaikan sistem pengelolaan terminal.========================================================================================= Safety factor is one of major aspects on managing public facilities that needs to be prioritized, especially on the facility which sustain people daily activities, the example of this kind of public facilities is bus station. Safety factor in bus station is needed to be concerned regarding on many risk or accident that might be happen. So, base on that fact, in Purabaya Bus station, risk analysis must be implemented to increase public safety factor standard. The implementation of risk analysis in Purabaya Bus Station can’t be separated on the fact that its classification as A-Type bus station, which is meant Purabaya is a major hub of land transportation, helping people to comutate people from or to many big cities in East Java. And as the busiest and the biggest bus station automatically causing high risk of traffic accident if it can’t meet many aspects that supporting the safety factor. Therefore, HIRARC (Hazard Identification, Risk assessment and risk Control) is a method that used to implement the risk analysis. This method begins with hazard and risk identification in bus station, and then continued with risk assessment and risk control. Based on the result of the proses, there are eight location that has hazarduous identification: 1) entrance area; 2) passanger arrival; 3) visitor parking area; 4) messhall and waiting room area; 5) inter-city departure area; 6) inter-city bus parking area; 7) inter-city bus departure lane; and 8) commuter bus departure lane. Another results of hazard identification are human factor and facilities factor. Human factor is identified from the violation of traffic and public regulation in bus station, meanwhile facilities factor is identified from the unavailabilty of fire extingusher in inter-city bus parking area. And then based on the risk assessment, the procentation of the highest risk level in Purabaya Bus Station is the medium level, 44%. The conclusion, Purabaya Bus Station is recomended to installing more traffic signs, more facilities and improving the management.
